This family childcare home currently operates with a three (3) star license issued 4/12/22. The owner/operator Aisha Person assisted me during today’s visit. Four preschool and six school-age children are enrolled. Care is provided for first, second, and third shifts. Two preschool children were present today. The children use the downstairs room and bathroom as designated childcare spaces. One new child was enrolled. The provider does not have firearms and does not administer medication. Transportation is not provided. A full assessment of applicable childcare requirements was conducted today. The following violations were observed today: Violation Number Comment Rule 709 Equipment and toys were not in good repair and developmentally appropriate. Mats used for rest time were torn exposing the foam inside. 10 A NCAC 09.1720(a)(7) 801 Bacteriological analysis indicating the water is free of bacteria had not been performed on a sample of water from each well used for the children's water supply every two years. Results were not kept on file in the home. The last water analysis was completed 5/28/24. 10A NCAC 09 .1725(a)(1) 930 Prior to the expiration date of the qualification letter, the child care provider did not complete and submit required forms to complete a criminal background check (a qualification letter is valid for a maximum of five years from the date of issuance). The letter for a household member expired 12/16/25. The new letter was dated 12/31/25. G.S. 110-90.2 & .2703(n) & (o) 2055 An individual sleeping space for resting such as a bed, crib, play pen, cot, mat, or sleeping bag with individual linens was not provided for each pre-school age child who was in care for four hours or more, or for all children if overnight care is provided. Turkessha Casterlow, Child Care Consultant, assisted me on today's visit. Aisha Person, owner, was present and assisted me during the visit. There were four children present. The children were observed watching television and participating in free play. The last annual compliance visit was conducted December 14, 2023. The family child care home currently operates with a Three Star License that was issued on April 12, 2022. During today’s visit, a partial assessment of applicable Child Care Requirements was conducted. Capacity, CPR/FA, Adequate and Approved Space, General Licensing Requirements, Storage of hazardous items, and Posting of the License were monitored. There are no new residents in the household. The fire drills and playground inspections were monitored. The provider meets the requirements for transportation. The following violations were observed during today’s visit. Violation Number Comment Rule 543 Screen time was not prohibited for children under the age of three. The operator did not offer alternative activities for children under the age of three years. There was a 2 year old sitting in a high chair watching television. .1718(c) 701 All indoor and outdoor areas used by the children were not kept clean, orderly, and free of items which are potentially hazardous to children including removal of items a child can swallow; the removal of loose nails or screws and splinters on inside; and use of outdoor equipment that is too hot to touch. The was a candle burning on the counter by the stove, the candle was within reach of the children. .1719(a)(1)&(17) 801 Bacteriological analysis indicating the water is free of bacteria had not been performed on a sample of water from each well used for the children's water supply every two years. A fire drill was not documented for March and April 2024. .1719(a)(15) & .1721( e)(2) 1940 Hazardous cleaning supplies and other items that might be poisonous e.g. toxic plants, were not out of reach or in locked storage when children were in care. There was spray air freshener in the bathroom and a bleach cleaner sitting on the counter near the sink. .1719(a)(6) 2032 The signed statement regarding receipt of the shaken baby syndrome and abusive head trauma policy did not contain the required information. Three newly enrolled children did have a signed receipt on file. .1726(b)(1-6) The above violation must be corrected immediately, and a letter must be sent to me no later than May 28, 2024 stating how each item was corrected and a plan to maintain compliance with the requirement. The program currently operates with a Three Star Child Care License that was issued on April 12, 2022. The last Annual Compliance Visit was conducted on November 1, 2022. Upon arrival at the home, I was greeted by the provider, Aisha Person. No children were present. During the visit I monitored indoor and outdoor spaces. In the home the basement is the primary care area and included a variety of age appropriate toys and materials. The proveder is mostly caring for school age children at this time. The provider’s license and parental information were posted on the wall in the playroom. The provider’s file, children’s files, outdoor inspection and fire drill reports were reviewed. A full assessment of child care requirements was conducted and the FCCH AC Monitoring Checklist was completed. I observed two violations. Violation Number Comment Rule 810 Refrigerator was not maintained at a temperature of 45 degrees Fahrenheit or below and/or was not monitored by a refrigerator thermometer. The provider did not have a working thermometer. 10A NCAC 09 .1725(a)(10) 929 Developmentally appropriate activities for the ages of children in care, were not provided as planned on the written schedule and activity plan. The provider did not have a current activity plan. G.S.110-91(12) & .1718(a)(6) The above violation must be corrected immediately, and a letter must be sent to me no later than November 7, 2023 stating how each item was corrected and a plan to maintain compliance with the requirement. If I do not receive your letter by November 7, 2023 and/or if you do not address all violations, a return visit to your program will be made to monitor for compliance of violations and to obtain your compliance letter. Additional violations may be documented if the situation has not been corrected or addressed. You were provided an opportunity to ask questions regarding interpretation and implementation of all child care requirements. Child care licensing rules and regulations are established to ensure a safe and healthy environment for children in care. Therefore, it is important for you to be knowledgeable of all of the licensing requirements that apply to your program. It is your responsibility to maintain compliance with all of the applicable laws and rules at all times. The best way for you to make sure that you are meeting all requirements is to periodically review the child care law and rules. Both are available on the DCDEE website https://ncchildcare.ncdhhs.gov/ , on the home page under the ‘Services’ tab. Consultation A follow up visit will be conducted when children are in care. The provider has seven dogs, six of the dogs do not come in contact with the children and are housed in fenced area in the back of the house. UPDATES -DCDEE has announced their plan to resume the Star Rated License process. Facilities have been divided into 3 Cohorts. Each cohort will have a preparation year and an assessment year. Your facility is in Cohort 1. Your preparation year began July 1, 2023 and will end on June 30, 2024. Your assessment year begins July 1, 2024. The preparation year is an opportunity to focus on your Star Rated License and consider strategies to help maintain or increase your star rating. It could be helpful to consider areas where refresher information might be helpful. These ideas can then be incorporated into ongoing training and/or professional development plans as you prepare for your assessment year when the regular star rated license reassessment process is required. Some preparation year ideas to consider are: 1. Review your previous ECERS-R and ITERS-R assessments if applicable. 2. Look for assessment related resources at www.ncrlap.org 3. Seek out webinars and/or in-person trainings related to topics of interest. 4. Start a self-study process to become more familiar with the ERS or priority areas relevant to your program The North Carolina Early Childhood Equivalency Exam is a new pathway option comparable to a NC Early Childhood Credential. Applicants who achieve a score of 80% or higher on the NC Early Childhood Equivalency Exam earn the new North Carolina Early Childhood Equivalency Certificate. This certificate is equivalent to a North Carolina Early Childhood Credential and will qualify the individual to be a lead teacher in an early childhood classroom. To take the exam, go to DCDEE Moodle and select Early Childhood Professional Development/Child Care and Development Fund (CCDF)/North Carolina Early Childhood Equivalency Exam. RESOURCES The Health and Safety Trainings are offered on the DCDEE Moodle format. On the Division’s website look under the “SERVICES” tab for “DCDEE Moodle”. These trainings are free, and participants will receive training certificates when completed. Child care programs can order free posters from the NC Child Care Health and Safety Resource Center at https://healthychildcare.unc.edu/ . Thank you for your cooperation during today’s visit.
