Your Rated License Assessment was also completed during the visit. Upon arrival I was greeted by Doris Gardner, the provider and homeowner. A checklist was used to note the requirements I monitored today. Capacity, enrollment, and supervision were in compliance. The license, restrictions and emergency care plan were posted. CPR, First Aid, and storage of hazardous materials were monitored. During today’s visit, I observed that you have a one-story home. You explained that you are currently using the day care room, living room and hall bathroom for child care areas. You stated that all other rooms are kept closed, locked, or made inaccessible to children during hours of operation. You stated that there are no firearms and ammunition in the home. I observed that you have a fenced in back-yard play area, and the storage building is locked and made inaccessible to the children. During today’s review I monitored program requirements, equipment and furnishings, medications, outdoor area, and transportation and all items were in compliance. I reviewed children’s records and completed the verification of required information for operators and caregivers. Your signature on these forms will serve as further verification the information provided is accurate and complete. Your facility information and e-mail address were reviewed, and no changes were made. The following violation was observed during today’s visit; Violation Number Comment Rule 1306 Operator has not completed ITS-SIDS training every three years from the completion date of the previous ITS-SIDS training. The previous SIDS training expired on 02/24/2025. .1703(a)(4) In response to the violation that was cited during today’s visit, I provided technical assistance and clarification on the following item; Please be reminded that you must renew ITS-SIDS training every three years from the completion of your previous ITS-SIDS training. The training educates caregivers on safe sleep practices that significantly reduce the risk of sudden infant death syndrome and other sleep-related infant deaths. Implementing and understanding these practices provides caregivers the resources and tools to create a safer sleep environment for infants. I recommend that you maintain your renewal dates on a calendar on spreadsheet to assist you in maintaining compliance in this area. You can also contact the local Partnership for Children or Resource and Referral agency to inquire about an upcoming SIDS training. Although violations were not observed or documented clarification and technical assistance regarding the following items were reviewed; I reviewed the Criminal Background Check application and explained that it will be completed online at www.ncchildcare.nc.gov/general/dhhscrc.asp. The payment for a Criminal Background Check will be part of the online application process. Fingerprints must be completed through live scan at your local county Sheriff's Office. I recommended that you visit our website and stay familiar with the Criminal Background Check procedures. Please be reminded that all staff members and applicable people that reside in the residence need to complete the entire process initially and obtain an approved qualifying letter before they are hired, begin working or live in the home. The General Assembly of North Carolina enacted G.S. 110-90.2(b) which explains that CBC renewals are currently due for all employees and applicable residents every five years. I also explained that you must place the correct e-mail on the CBC application to ensure that your qualifying letter is received in a timely manner. I explained that you can renew criminal background checks up to six months ahead of time. I also recommended that you place renewal dates on a calendar, spreadsheet, or bulletin board to help keep you reminded of when it's time for renewals to be completed and this will help to maintain compliance in this area. As stated in G.S. 110-90.2 & .2703(r) child care operators are to notify the Division of any new child care providers working who were hired or moved into the child care facility within five business days. The process of notifying the Division has changed and is now captured in ABCMS. This change has been in effect since February 2024. Effective immediately, you will need to obtain a Business NCID and complete Provider Portal training in Moodle at https://www.dcdee.moodle.nc.gov/course/view.php?id=119. No action is needed on your part if you have completed the reference training and are currently using the ABCMS Provider Portal to update information regarding new hires or residents. Once the training has been completed and access has been given, you must verify your facility roster to ensure current staff are noted on the roster. This information should be updated in ABCMS in an ongoing basis as staff members are hired and when their employment is terminated. This satisfies the requirement to notify the Division of new child care providers working who were hired or moved into the child care facility within five business days. The compliance of this rule will be monitored during your next visit. Please note, the hard copy of the Change of Information form will no longer be needed or accepted. During the visit I observed, your theme for the month is Spring. Your focus throughout the week is activities that revolve around spring and the weather. I recommended that you continue to have goals that focus on children building strong pre-reading skills, practicing letter formation, sounds, enhancing listening skills and communicating effectively will provide children with challenging and stimulating learning concepts. I also suggested that incorporating basic academic concepts with your current theme will aid in preparing children for kindergarten and their journey through school. All health and safety trainings have now been relocated from Pro-Solutions to Moodle on our website free of charge. To access training in the Moodle platform, you will need to login with your NCID - the same NCID that used for WORKS login, and/or the CBC Portal. I observed that you have completed the five-year renewal for the required health and safety trainings and they are due again in May ‘2027. Professional development training and education provides early childhood staff with the knowledge and skills needed to perform their duties and provide quality child care. Training is an on-going process which prepares educators to develop and expand upon their skills and knowledge. During today’s review I completed a rated license review. You are currently licensed as a four-star facility. Based on today's observations and information gathered during today's visit, the facility continues to maintain the standards previously met to obtain such a license. Although it is not mandatory, we encourage providers to pursue certification and/or re-certification procedures through CEU's and reduced costs with the NC Institute for Child Development Professionals. You can follow-up with additional information at www.ncicdp.org to learn more about certification, rewards, and benefits. I reviewed your education information, along with explaining your Quality point options. In education you have earned 7 points, because you have an AAS in ECE and 25 years’ experience. You have earned a quality point because you have chosen to serve no more than two infants under age one. You have earned 2 points in program, because you have chosen not to take the FCCERS at this time and you have completed the three-month self-assessment study using the new FCCERS. Per approval of the Raleigh office, this totals 10 points which equals a 4-star license. Per approval of the Raleigh office, your new star license will be sent through the mail within the next couple of weeks. Child care licensing requirements are established to ensure a safe and healthy child care environment. Therefore, it is important for you to be knowledgeable of all the licensing requirements that apply to your program. It is your responsibility to maintain compliance with all of the applicable laws and rules at all times. The best way for you to make sure that you are meeting all requirements is to periodically review the childcare law and rules. I explained that you have access to the on-line version of the Child Care Rule Book, as well as a hard copy of the rules. I recommended that you visit the Division of Child Development's website (www.ncchildcare.nc.gov) on a regular basis to find out what's new in childcare. You could also find any needed Child Care forms by going on the web site and clicking on the "Provider" tab and then clicking on the "Provider Documents" tab. All violations must be corrected immediately. Please send me a compliance letter (written statement) describing in detail how and when the above violation was corrected. The compliance letter must be received no later than 06/04/2025. The compliance letter may be sent to me via email, if you do not have access to email, please ensure that your compliance letter is mailed in a timely manner and that you allow for delays with the mail service. If your compliance letter is mailed, a handwritten signature must be included. Contact me if you have questions regarding correction of the violation documented during today’s visit. If you are unable to correct the violation within the specified timeframe, send a compliance letter regarding the violation that was not corrected and a specific plan to correct the violation. A follow up visit may be conducted in the near future to verify compliance with violations documented during the visit.
