During today’s visit I completed a walk-through of the facility with Administrator B. Lee. The group size, supervision, ratio, capacity, and approved space were in compliance. The restrictions, Notice of Compliance and emergency care plan were posted. First Aid/CPR, storage of hazardous materials was posted. I monitored the program requirements, furnishings, equipment and medications. The children in space #1 were observed eating a snack upon my arrival and later observed playing outside. The children in space#2 were observed during morning group time. The lunch menu consisted of grilled chicken, pasta, mixed vegetables, and milk. During today’s visit you updated your legal designee form. This program currently operates with a Letter of Compliance issued 10/6/23. Your last fire drill was 7/25/25 and monthly playground inspections were completed 8/5/25. Your last EPR drill was a shelter-in-place completed 7/25/25. I reminded you that an EPR drill must be completed every three months. Please keep all documentation on file for review. The last fire inspection was dated 7/25/25. Your last sanitation inspection was completed 3/25/25 with a superior rating. Please contact Environmental Health and your local fire inspector within 30 days of the due date to request an inspection to be completed. Once your inspections have been completed, mail or email them to me. I recommend that you place your due dates on a calendar or spreadsheet to help in maintaining compliance. The following violation was documented and corrected during today’s visit. Violation Number Comment Rule 115 A summary of the NC Child Care Law was not posted in a prominent place in the center. A copy of the summary of the NC Child Care Law was not posted in the facility. G.S. 110-102 Childcare licensing requirements are established to ensure a safe and healthy childcare environment. Therefore, it is important for you to be knowledgeable of all of the licensing requirements that apply to your type of program. It is your responsibility to maintain compliance with all of the applicable laws and rules at all times. The best way for you to make sure that you are meeting all requirements is to periodically review the childcare law and rules. Technical assistance regarding the following items was reviewed with you today. I reminded you that the health and safety training courses have been relocated from Pro-Solutions to Moodle on the DCDEE website and they are free of charge. I discussed various other training resources, including those online and in-person. Remember continuing professional development training provides you and your staff with the knowledge and skills needed to provide a quality child care program. Please be reminded that the health and safety training courses are required to be completed every five years. CBC Provider Portal Technical Assistance & Notification to the Division of New Hires or Residents Technical Assistance Guidance As stated in G.S. 110-90.2 & .2703(r) child care operators are to notify the Division of any new child care providers working who were hired or moved into the child care facility within five business days. The process of notifying the Division has changed and is now captured in ABCMS. This change has been in effect since February 2024. Effective immediately, you will need to obtain a Business NCID and complete Provider Portal training in Moodle at https://www.dcdee.moodle.nc.gov/course/view.php?id=119. No action is needed on your part if you have completed the reference training and are currently using the ABCMS Provider Portal to update information regarding new hires or residents. Once the training has been completed and access has been given, you must verify your facility roster to ensure current staff are noted on the roster. This information should be updated in ABCMS in an ongoing basis as staff members are hired and when their employment is terminated. This satisfies the requirement to notify the Division of new child care providers working who were hired or moved into the child care facility within five business days. The compliance of this rule will be monitored during your next visit. Please note, the hard copy of the Change of Information form will no longer be needed or accepted. During recent days, our area has been experiencing extreme heat with temperatures in excess of 100 degrees. We discussed several concerns presented by these high temperatures and ways to address them: Outdoor time must be limited to no more than fifteen minutes and must occur in the early hours of the day. Please refer to your weather watch chart for further instructions for your youngest children in care, as well as those with special health concerns that may be made worse when exposed to high temperatures. While outside, please pay special attention to all children and staff members to watch for signs of heat exhaustion including heavy sweating, pale or clammy skin, headaches, dizziness, weakness, vomiting and/or a fast, weak pulse. Heat strokes are considered a medical emergency and require immediate medical attention. Symptoms of heat stroke include a dangerously high body temperature (104 or higher), hot and dry skin, confusion, rapid pulse and potential loss of consciousness. If you suspect a child or staff member is experiencing either of these conditions, please seek medical attention. Drinking water must be freely available to all children and should be provided during outdoor play, as well as immediately upon re-entry into the facility following outdoor play.Your building must remain at 85 degrees or less based on Environmental Health requirements. Upon arrival the Administrator Ms. B. Lee was not present and the lead teacher in the two-three classroom Ms. K Raynor called Ms. Lee to let her know I was present. Within a few minutes Administrator Ms. B. Lee arrived at the facility and assisted with today’s visit. The group size, supervision, ratio, capacity and approved space were in compliance. The restrictions, license and emergency care plan were posted. First Aid/CPR, storage of hazardous materials and the NC Child Care Summary of the Law was posted. I monitored the program requirements, furnishings and equipment, outdoor area, and medications. You stated since my last visit you have hired two new staff members. The staff training worksheet was completed and monitored during the visit. The children in space #1 were observed playing outside on the playground. The children in space #2 were observed during morning group time singing songs. The theme in the lesson plans were Rainbows and the letter K. The lunch menu consisted of sliced hot dogs, baked beans, corn, mandarin oranges, and milk. This program currently operates with a Letter of Compliance issued 10/6/23. Your last fire drill was completed 3/13/25 and your last monthly outdoor playground inspection was 1/3/25. Your last EPR drill was a shelter-in-place dated 1/3/25. I reminded you that an EPR drill must be completed every three months. Please keep all documentation on file for review.
