There are concerns that: -There are allegations of violations of childcare requirements. The concerns are use of prohibited discipline, smoke/smokeless products used in vehicle to transport children and required food prep procedures not followed. Upon arrival, I was greeted by Ms. Rhonda Williams, owner/operator. I shared the reason for the visit. Ms. Williams assisted me with today’s visit. We conducted a walk-through of the family childcare home. There was one (1) child in attendance during the visit. The child was engaged in choice activities. There was one (1) adult present as well, who was a relative of Ms. Williams. During the visit, I observed supervision, staff/child ratio, adequate/approved space and permit restrictions. In addition, I monitored the vehicle used to transport children. Findings: • I monitored the vehicle used to transport children. I looked inside of the vehicle in both the front and back seat areas. I did not observe any unusual smells. • I asked Ms. Williams to share her family childcare home’s discipline policy. She provided the operational policy and the specific discipline policy provided for each family during enrollment. • I asked Ms. Williams to share her procedure when preparing food for the children. She shared steps taken to prepare the children's food. I did share that the sanitation rules do not require hair restraints and gloves during preparation for family childcare homes. • During today’s visit, I asked Ms. Williams to confirm who lives in her home. She shared that three (3) children, who are siblings, live with her. I asked Ms. Williams to share the ages of the children, which she did. Ms. Williams stated that her adult daughter does not live with her, but stays temporarily overnight. I asked how often the daughter stays over and Ms. Williams replied two times per week. I asked for proof of residency at another address, but the household member was unable to provide the requested information. Later in the conversation, Ms. Williams shared that the daughter stays over only on the weekends. I shared with Ms. Williams that D. Williams will need to obtain a valid qualification letter. I checked the ABCMS system during the visit and D. Williams was in the system as qualified, but expired (effective 9/3/24). I further shared with Ms. Williams that if D. Williams is living elsewhere, proof of residency, such as a driver’s license or utility bill will need to be provided. D. Williams will have fifteen (15) days to provide a valid qualification letter. If not received by the deadline, the family childcare home will have to be placed on “inactive” status. The violations observed during the visit were discussed with Ms. Williams and documented in today’s visit summary. The violations were as follows: Violation Number Comment Rule 930 Prior to the expiration date of the qualification letter, the child care provider did not complete and submit required forms to complete a criminal background check (a qualification letter is valid for a maximum of five years from the date of issuance). Household member, D. Williams did not obtain a valid qualification letter prior to the 9/3/24 expiration date. G.S. 110-90.2 & .2703(n) & (o) 1831 A valid qualification letter was not on file and available for review at the facility. A valid qualification letter was not on file for household member, D. Williams. G.S. 110-90.2 (b) & (d) & .2703(e) .1702(b)(1) All violations documented above must be corrected immediately. A letter of compliance will need to be sent to me stating how each violation was corrected. Include the violation number, statement of compliance, license ID and your signature in the letter. Your compliance letter must be received, via email, by April 1, 2026. NCGS 110-91(14): Any effort to falsify information provided to the Department shall be considered by the Secretary to be evidence of violations of this Article on the part of the operator or sponsor of the child care facility and shall constitute a cause for revoking or denying a license to such child care facility. A follow-up visit may be conducted in the near future to monitor for compliance with NC Child Care Rules due to the nature of the violation cited. Technical Assistance/Resource: • During the visit, I discussed with Ms. Williams that household members over the age of 15 must have a valid qualification letter on file at her family childcare home within five (5) of moving in. The letter is required whether they are permanent or temporary residents. Please see rule 2703 of the NC Childcare Rules on pages 106-107.
