This center-in-a-residence currently operates with a Five-Star Child Care Center License issued April 27, 2022 earning five (5) points in Program Standards, seven (7) points in Education Standards and one (1) Quality Point. The last annual compliance visit was conducted 10/11/2022. The posted sanitation inspection was completed 8/24/2022 and a “Superior” rating was earned. An updated sanitation inspection has not been obtained. The last fire inspection was completed 8/31/2023 and approved for day time and night time care. P. Queen, Administrator, was present and caring for a total of five (5) children, ages one (1) to three (3) years of age. Children were observed participating in morning circle activities, free play in centers, and handwashing and toileting routines. Staff and child interactions were nurturing and positive in nature. I used the Annual Compliance Monitoring Checklist for Child Care Centers and the Child Care Center Item Number Listing as a basic monitoring tool to assess compliance with all applicable child care requirements pertinent to this facility. A computer generated visit summary was reviewed and left with you at the conclusion of the visit. The following violations of child care requirements was documented. Violation Number Comment Rule 104 Center has not passed required sanitation inspection and received an approved or superior rating. The center has not obtained a sanitation inspection before the expiration of the current sanitation inspection. 10A NCAC 09 .0304(b) Child Care Licensing Requirements are established to ensure a safe, healthy, and developmentally appropriate environment for all child care facilities. Therefore, it is important for you to be knowledgeable of all licensing requirements that apply for your facility. Child Care programs are expected to achieve and maintain compliance at all times and are required by NC GS 110-90(4) (d) to achieve and maintain an eighteen-month compliance history score of at least seventy-five percent. It is your responsibility to maintain compliance with the applicable laws and rules; always whether they have been monitored or specifically discussed with you in the past. The best way for you to ensure that you are meeting all requirements is to periodically review the childcare laws and rules on the Division of Child Development and Early Education (DCDEE) website. Any violation(s) documented may impact the compliance history score. The violation(s) documented must be corrected immediately. On or before September 25, 2023, I must receive a written, dated, and signed compliance letter that describes accurately and in detail, how and when the violations were corrected. Please be aware any information submitted by you is accurate documentation. If any information provided in the letter is not accurate, this may be considered falsification of information. If sufficient information is not received by the due date, a follow-up visit will be conducted. COMPLIANCE HISTORY Prior to today's visit, this facility has maintained an 18-month compliance score of 96%. The compliance history score was printed and you were given a copy at the conclusion of the visit. TECHNICAL ASSISTANCE/ CONSULTATION During the consultation, we reviewed violation(s) documented and the checklist used during the monitoring process. ANNUAL INSPECTIONS The center has not obtained a current sanitation inspection before the expiration of the previous inspection. You stated you have contacted the local inspector several times and was told that there is only one inspector for the county, and they will come out to inspect the facility you as soon as possible. All sanitation inspections are required to be completed yearly, before the current inspection expires, to maintain compliance with NC Child Care Rules. We discussed contacting the local inspector again to explain the requirement by the Division and that the expired sanitation inspection warrants a violation for your facility. RESOURCES HEALTH AND SAFETY TRAININGS DCDEE has partnered with the NC Child Care Health and Safety Resource Center to offer health and safety trainings in MOODLE. These trainings will remain at no charge for staff. The contract with ProSolutions ended on September 30, 2020. Health and safety trainings are due every five (5) years, including the Recognizing and Responding to Suspicions of Child Maltreatment. The Recognizing and Responding to Suspicions of Child Maltreatment training must be completed via the Prevent Child Abuse NC website. The enrollment process and completion of course materials tend to work best with a windows laptop or desktop using Firefox, but other devices and Google Chrome should also work. You can access the health and safety trainings available in Moodle and Frequently Asked Questions by logging in using NCID and completing the following steps: • From the Moodle home page, students need to log-in with their NCID and password. The log-in is in the upper right corner of the screen. If you do not have a current log-in you will need to create one. • After log-in, the student should scroll to the bottom of the page. In the ‘Search courses’ box, the student should type in the short name “Year 2023 CCDF” and then click go. The student should not register for prior year courses as they are no longer available. • After completing the course search for “Year 2023 CCDF”, the student should be able to register for the course. • Once registered, the student will then need to use the “ADDITIONAL DIRECTIONS” for step-by-step instructions. Should a student encounter an issue, we are requesting they report the CCDF 2023 course issue (i.e. they are unable to complete the course evaluation or receive a training certificate), to the North Carolina Child Care Health and Safety Resource Center using the following link https://healthychildcare.unc.edu/contact-us-form/. STAR RATED LICENSE I informed you information regarding the preparation for the star rated license assessment process is located on the Division of Child Development (https://ncchildcare.ncdhhs.gov/) and North Carolina Rated License Project website. I recommended you and staff visit ncrlap.org to obtain detailed information about how the process will be implemented and review prep year activities and ideas offered. More information will be provided regarding your programs rated license assessment timeframe. INFANT-TODDLER EDUCATOR AWARD$ PLUS PROGRAM Infant-Toddler Educator AWARD$® Plus is a salary supplement program, available in all NC counties, designed to increase the education, retention and compensation of teachers and family childcare educators working with our youngest children. The Infant Toddler Educator AWARD$ program has recently gone through some exciting programmatic updates. The original AWARD$ program was only available to teachers working full-time in B-3 classrooms that had an AA in ECE or higher degree and were employed by 4- and 5-star programs. The education requirement has been reduced as an incentive to support teachers seeking to increase their education in any star rated licensed program. To be eligible for AWARD$ Plus, applicants must: • Work at least 30 hours/week with infants, ones, or twos. • Earn at or below $20/hour. • Work in a licensed child care center or home. • Have at least 12 semester hours of birth to five focused coursework.
