This program currently operates with a Four-Star license, issued March 2, 2024, earning seven (7) points in the education component, two (2) points in the program standards component and one (1) quality point. The last sanitation inspection was completed June 25, 2025, with a “Superior” classification. The last fire inspection was conducted July 3, 2025. You, J. Harris, Owner/Lead Teacher was available and assisted with the visit. Thirty-six (36) children were in attendance. The children were observed in free play activities, teacher directed activities, outdoor play, toileting ang handwashing routines, and eating lunch. Lunch consisted of chicken salad, crackers, fruit and milk. All staff interacted with children in a positive, nurturing manner. I used the Annual Compliance Monitoring Checklist for Child Care Centers and the Child Care Center Item Number Listing as a basic monitoring tool to assess compliance with all applicable child care requirements pertinent to this facility. Ten percent of staff records and ten percent of children’s records, and all program records were monitored. All children and program records were in compliance. One (1) violation was documented for staff record keeping. The new staff records were reviewed and documented on a staff and training worksheet However, the most current staff and training worksheet will need to be emailed to me as soon as possible. A computer-generated visit summary was reviewed and left with you at the conclusion of the visit. The following violations were documented today. Hall. .0701(d) Child Care Licensing Requirements are established to ensure a safe, healthy, and developmentally appropriate environment for all child care facilities. Therefore, it is important for you to be knowledgeable of all licensing requirements that apply for your facility. Child Care programs are expected to achieve and maintain compliance at all times and are required by NC GS 110-90(4) (d) to achieve and maintain an eighteen-month compliance history score of at least seventy-five percent. It is your responsibility to maintain compliance with the applicable laws and rules; always whether they have been monitored or specifically discussed with you in the past. The best way for you to ensure that you are meeting all requirements is to periodically review the childcare laws and rules on the Division of Child Development and Early Education (DCDEE) website. TECHNICAL ASSISTANCE/ CONSULTATION STAFF RECORD KEEPING One (1) violation was written for three (3) newer staff members not having a medical record on file. D. Harris, N. Hall, and I. This program currently operates with a Four-Star license, issued March 2, 2024, earning seven (7) points in the education component, two (2) points in the program standards component and one (1) quality point. The last sanitation inspection was completed July 3, 2023, with a “Superior” classification. The last fire inspection was conducted June 22, 2023. You, J. Harris, Owner/Administrator was available and assisted with the visit. Seventeen (17) children were in attendance. The children were observed in free play activities, teacher directed activities, and outdoor play. All staff interacted with children in a positive, nurturing manner. The following requirements were monitored during today's visit: Staff/Child Ratio, Supervision, Specialized trainings, Storage of Hazardous Products, Storage of Medication, Adequate/Approved Space, General Safety, Staff Records, Program Records, License Posted and Permit Restrictions. I used a checklist as a basic monitoring tool to assess compliance with all applicable child care requirements pertinent to your program. All staff records were reviewed. One new staff record that was reviewed yielded violations to be documented. One (1) staff did not have documentation of completion of CPR and First Aid Training on file fore review. A computer-generated visit summary was reviewed and left with you at the conclusion of the visit. Any violations observed today were discussed with you and documented in the visit summary report reviewed with you at the end of the visit. The following violations of child care requirements wee documented today. LEAD IN WATER/PAINT AND ASBESTOS The Clean Water for Carolina Kids program is expanding to the Clean Classrooms for Carolina Kids program. This is a legislatively mandated effort to address lead and asbestos hazards in North Carolina public schools, licensed child care centers, and licensed family child care homes. Participation allows facilities to meet all rule requirements for identified lead and asbestos hazards, as required by law. Rules 10A NCAC 41C .1001 through .1007 require all programs to be free of lead and asbestos hazards. RTI is coordinating all the lead in water, paint and asbestos testing and remediation. There are webinars that child care providers can watch to get instructions. Go to https://www.cleanwaterforuskids.org/en/carolina/ for more information. Currently operating child care facilities are required to test for lead in paint and asbestos once unless the consultant notes a concern during a visit and refers the program to environmental health. All existing licensed programs must complete the application summary for their program regarding lead paint and asbestos by May 1, 2024. Rule 15A NCAC 18A .2816 requires currently operating child care centers to test water initially and every three years. Most of you have completed your initial testing and now it is time for your three-year retest. Name of Operation: Be The Change Education Center Facility ID: 46000154 Consultant: RAMIE DOLL Operation Type: Center Case Number: Visit Date: 11/6/2023 Number Present: 15 Completed Date: 11/6/2023 Age: From 0 To 3 Total Minutes: 260 Time In: 09:40 AM Time Out: 02:00 PM Time In: Time Out: List to Use: Center Type Of Visit: Temp Time Period Announced/Unannounced: Unannounced The purpose of today's visit was to monitor compliance with applicable child care requirements pertinent to a first temporary time period visit. This program currently operates with a Temporary License issued September 1, 2023. The temporary license is valid through March 1, 2024. This facility is owned by Be The Change Education Center LLC. You, J.Harris, are serving as this facility’s administrator and were present today. You were observed caring for a group of preschool aged children in Room 3. All three rooms are currently being used for child care and were monitored today. You were present caring for a total of eight (8) children, all of which were three (3) years of age in Room 3. A second staff member, P.Vinson, was present caring for a total of three (3) children, all of which were two (2) years of age in Room 2. Two staff members, S.Watson and N.Hinds, were present in Room 1 caring for a four (4) children ranging in ages from infancy through one year. No school aged children were present today. This facility has a licensed capacity of twenty-seven based on the on-site septic system. At this time, you have a total of thirty-nine children enrolled. The children currently enrolled attending full time, on a drop-in basis, part time, and some attend before and after school. You were reminded that at no time can any more than twenty-seven children be present at any one time. A facility’s licensed capacity can never be exceeded. The children in each of the rooms were observed interacting with staff, coloring ditto sheets, and sleeping. The children also completed bathroom routines and played outdoors within the designated fenced play areas. The children ate lunch and rested on their assigned covered cots. All current staff records were monitored and reviewed. You have set up individual files for the staff. I completed the staff and training worksheet today. After today’s visit, ensure you complete the staff and training worksheet for any new staff. You can also complete the staff and training worksheet electronically, if you choose. I emailed you a blank staff and training worksheet. You can also download and save a copy of the staff and training worksheet from the Division of Child Development’s website from the “Provider Documents and Forms” tab. Three (3) children’s records were also monitored. Overall attendance and enrollment were collected today. The attached space, capacity and enrollment worksheet reflects the enrollment and attendance information along with the staff that were present and caring for children today. The following violations were documented during today’s visit. Please email me a compliance letter addressing the correction of the violations within the next two weeks, by November 20, 2023. A medical exam was not on file for two (2) staff members. 10A NCAC 09 .0701(a) 1874 The Prevention of Shaken Baby Syndrome and Abusive Head Trauma policy was not reviewed with new staff prior to providing care with children and/or a signed acknowledgement with all the required information was not maintained in the staff person's file. The violations documented today may affect the facility’s compliance history score. We reviewed that all facilities must maintain at least a 75% compliance history score over an eighteen-month time frame to be in good standing with DCDEE. If a facility’s compliance history falls below 75% over an eighteen-month time frame, some type of administrative action may be issued. Technical Assistance/Consultation/Reminders Specific to Today’s Visit: STAFF RECORDS: Staff records were for you and your other employee were monitored today. I completed the staff and training worksheet during today’s visit. In the future, as staff are being hired, complete the staff and training worksheet to include those employees. Ensure staff complete the health and safety trainings within the first year of employment and every five years thereafter. Maintain copies of certificates on file. Staff are required to complete the Recognizing and Responding to Suspicions of Child Maltreatment within 90 days of employment and then every five years thereafter. Ensure all staff renew CPR and First Aid training prior to their renewal dates. Reference the attached staff and training worksheet regarding information when staff are due to complete training. Continue to have staff complete training to count towards their on-going training and attach the certificates to the Record Of On-Going Training log. MEDICAL EXAMS AND TB SKIN TEST/SCREENING FORM: A medical exam is required to be completed and a copy on file prior to a person’s hire date or can be accepted if completed within the last 12 months prior to a person’s hire date. Proof of a negative TB skin test or the signed and completed TB Screening Form is required to be on file prior to person’s first day of hire. You stated a staff member. C.Privott, assisted you on various days to cook when you were licensed as a family child care home provider. Ms. Privott’s TB skin test was read negative on 6/30/22 according to the information on file. CPR/FIRST AID TRAINING: All staff who have contact with the children are required to complete approved CPR and First Aid training with the first ninety (90) days of hire. I included the due dates for CPR and First Aid training for the applicable staff on the staff and training worksheet completed today. Ensure staff register and complete CPR and First Aid training via an agency that is approved from the Division of Child Development and Early Education. You can find the list of approved agencies from DCDEE’s website under the “Provider”, “Training and Professional Development”, and “Health and Safety Trainings” tabs. Contact credit hours earned for CPR and First Aid training cannot count towards annual on-going training for staff. When asked, you stated Ms. Privott, only works as the facility’s cook. You further stated she does not have any caregiving responsibilities with the children at any time. BSAC TRAINING: Anyone who is assigned to work with the school aged children must complete BSAC training, Basic School Age Care Training, within the first three months of assuming caregiving duties with this age group. BSAC training is offered online and can be completed via the South Western Child Care Commission and via any other approved agency recognized by DCDEE. You can also contact the local Child Care Resource and Referral Agency to inquire when the next BSAC training will be offered. ITS-SIDS TRAINING: Any staff member assigned to care for infants is required to complete the ITS-SIDS training within the first 60 days of hire. Ms. Hinds will be required to complete ITS-SIDS training on or before January 2, 2024. A certificate of completion is required to be kept on file. Ms. Hinds or any other staff that does not have ITS-SIDS training can at no time be left alone to care for an infant. ORIENTATION: Ensure orientation is completed for the newest staff member that was hired November 2, 2023. Ensure this staff member completes the required number of hours based on the topics specified on the orientation form. HEALTH AND SAFETY TRAININGS: Health and Safety training topics must be completed within the first year and every five years thereafter. The health and safety trainings are offered for free via DCDEE Moodle. Staff have to use their individual NCID and password to log into Moodle. 1. Go to the DCDEE website: https://ncchildcare.ncdhhs.gov and click on Provider, Training and Professional Development, DCDEE Moodle. OR go directly to the Moodle site - https://www.dcdee.moodle.nc.gov 2. In the upper right corner click login and type in your individual NCID and password 3. Scroll down to the bottom of the page until you see a search bar 4. Type in ”2023 CCDF health and safety in child care” 5. The training module will come up, click “self-enroll.” 6. Eight different trainings will show that you can take 7. A 9th training has been added regarding medication. Go back to the search bar and type 2023 Part 1: Medications in child care to access. 8. Reminder: print your training certificate upon completion and record onto your ongoing training log Child care staff are expected to be well informed about child abuse and neglect issues and adequately trained to prevent and recognize potential maltreatment. The “Recognizing and Responding to Child Abuse and Maltreatment” training must be completed within 90 days of hire and every five years. This training must be completed via the Prevent Child Abuse NC website: www.preventchildabusenc.org. Documentation of training must be kept on file for review. Complete the health and safety training record as found on the DCDEE website. This training can be completed within a staff member’s first two weeks of employment since training regarding child abuse and neglect is a topic listed. ACTIVITY PLANS: A current and dated activity plan is required for each group of children. The activity plans posted for two of the groups today were dated through October 2023. Based on today’s observation, no activity plan was posted for the school aged children. When asked, you have the activity plans for this week on your computer but have not printed the plans yet. It would be helpful to print and post the activity plan for each group on Fridays to ensure the current plans are posted and available for review on the following Monday for the week. Reference NC Child Care rules found in Section .0508 for more information pertaining to activity plans. Ensure the activities provided stimulate the five domains of development that can be found using the NC Foundations for Early Learning and Development. POSTED ITEMS: Post the staff/child ratios for each group of children. You can print the staff/child ratio chart from the “Provider Documents and Forms” tab on DCDEE’s website. You can reflect this facility is meeting minimum staff/child ratios at this time. It would be best to post the information near the other information in each group such as near the daily schedule, activity plan, etc. CHILDREN’S RECORDS: Three children’s records were reviewed today. We reviewed that all required information must be completed for all children enrolled, including children that were previously enrolled at your family child care home when it was open. Review all children’s records and ensure parents update the required information for their child, including an updated medical exam and immunization records. A medical exam is required to be completed and on file within the first 30 days of enrollment. A medical exam can be accepted if completed within the last 12 months prior to enrollment. Ensure all children’s information is up to date and the required information is completed and on file as required. Immunization records are also required to be completed and on file within the first 30 days of enrollment. OUTDOOR ENVIROMENT: The outdoor environment was monitored today. There is no door on the attached small storage building behind the child care center building. Ensure no items that could be hazardous to children are kept in this area or any other area on the premises. No stationary equipment has been added or is being used at this facility. You have all loose materials and toys for the children to use that do not require a fall zone or surfacing. If you decide to purchase stationary equipment, ensure the required fall zone and correct depth of surfacing is added and maintained underneath and around the equipment. You can reference the NC Child Care rules found in Section .0605. SANITATION: We reviewed storage of any items such as cooking spray that is stored in the kitchen. Ensure cooking spray is not stored in the same locked cabinet with hazardous items such as cleaning supplies. We discussed using a magnetic lock on a cabinet or using a tackle like box for the cooking spray that can be locked with a key lock or combination lock. EMERGENCY PREPAREDNESS AND RESPONSE: You completed the EPR training March 16, 2023. Ensure you develop and print the EPR plan for this facility on or before January 1, 2024. Once completed, print the plan and review the plan with staff. Ensure staff document the receipt of the EPR plan and maintain on file for review. Ensure the EPR plan is reviewed annually with staff and documentation of the review is on file. RATED LICENSE ASSESSMENT: Discussions occurred today regarding the two-component star rated license process. You are familiar with the Rated License and the components of the Rated License since you have operated a family child care home and worked in a child care center before. When asked, you are not unsure if you will be requesting the Environment Rating Scales to be conducted at this facility at this time. If you choose to request the ERS, contact me and I will email you the Rated License Request Review Form to complete, sign, and email to me. Once received, I will complete the request for the ERS will be completed via the North Carolina Rated License Assessment Project’s website: www.ncrlap.org. You will receive a scheduling call from a representative with NCRLAP in the near future. Ensure you and staff are accessing NCRLAP’s website for resources, videos, training, and information pertaining to the ERS. Staff can use the “Thinking More” worksheets as a resource to help them in preparation for the Scales as well. If you choose to request the ERS, the request will need to be completed around the first of August or even sooner. We reviewed information pertaining to WORKS. You are also familiar with WORKS. WORKS is a self-service applicant portal that will be used by an individual applicant to register and maintain their workforce information to support education requirements. The WORKS portal is available online and requires the user maintain an individual North Carolina Identity Management (NCID) username and password. Electronical official transcripts can be submitted to the Workforce Education Unit from a person’s college or university provided the school participates with the National Clearing House. If not, then official transcripts must be mailed to the Workforce Education Unit at DCDEE for evaluation. All staff education should be current before the fifth month, (February 2024), of the temporary time period as a rated license will need to be processed before the end date of the temporary license. This program currently operates with a Temporary License issued September 1, 2023. The temporary license is valid through March 1, 2024. This facility is owned by Be The Change Education Center LLC. You, J.Harris, are serving as this facility’s administrator and were present today. You were observed caring for a group of preschool aged children in Room 3. All three rooms are currently being used for child care and were monitored today. You were present caring for a total of eight (8) children, all of which were three (3) years of age in Room 3. A second staff member, P.Vinson, was present caring for a total of three (3) children, all of which were two (2) years of age in Room 2. Two staff members, S.Watson and N.Hinds, were present in Room 1 caring for a four (4) children ranging in ages from infancy through one year. No school aged children were present today. This facility has a licensed capacity of twenty-seven based on the on-site septic system. At this time, you have a total of thirty-nine children enrolled. The children currently enrolled attending full time, on a drop-in basis, part time, and some attend before and after school. You were reminded that at no time can any more than twenty-seven children be present at any one time. A facility’s licensed capacity can never be exceeded. The children in each of the rooms were observed interacting with staff, coloring ditto sheets, and sleeping. The children also completed bathroom routines and played outdoors within the designated fenced play areas. The children ate lunch and rested on their assigned covered cots. All current staff records were monitored and reviewed. You have set up individual files for the staff. I completed the staff and training worksheet today. After today’s visit, ensure you complete the staff and training worksheet for any new staff. You can also complete the staff and training worksheet electronically, if you choose. I emailed you a blank staff and training worksheet. You can also download and save a copy of the staff and training worksheet from the Division of Child Development’s website from the “Provider Documents and Forms” tab. Three (3) children’s records were also monitored. Overall attendance and enrollment were collected today. The attached space, capacity and enrollment worksheet reflects the enrollment and attendance information along with the staff that were present and caring for children today. The following violations were documented during today’s visit. Please email me a compliance letter addressing the correction of the violations within the next two weeks, by November 20, 2023. The violations documented today may affect the facility’s compliance history score. We reviewed that all facilities must maintain at least a 75% compliance history score over an eighteen-month time frame to be in good standing with DCDEE. If a facility’s compliance history falls below 75% over an eighteen-month time frame, some type of administrative action may be issued. Technical Assistance/Consultation/Reminders Specific to Today’s Visit: STAFF RECORDS: Staff records were for you and your other employee were monitored today. I completed the staff and training worksheet during today’s visit. In the future, as staff are being hired, complete the staff and training worksheet to include those employees. Ensure staff complete the health and safety trainings within the first year of employment and every five years thereafter. Maintain copies of certificates on file. Staff are required to complete the Recognizing and Responding to Suspicions of Child Maltreatment within 90 days of employment and then every five years thereafter. Ensure all staff renew CPR and First Aid training prior to their renewal dates. Reference the attached staff and training worksheet regarding information when staff are due to complete training. Continue to have staff complete training to count towards their on-going training and attach the certificates to the Record Of On-Going Training log. MEDICAL EXAMS AND TB SKIN TEST/SCREENING FORM: A medical exam is required to be completed and a copy on file prior to a person’s hire date or can be accepted if completed within the last 12 months prior to a person’s hire date. Proof of a negative TB skin test or the signed and completed TB Screening Form is required to be on file prior to person’s first day of hire. You stated a staff member. C.Privott, assisted you on various days to cook when you were licensed as a family child care home provider. Ms. Privott’s TB skin test was read negative on 6/30/22 according to the information on file. CPR/FIRST AID TRAINING: All staff who have contact with the children are required to complete approved CPR and First Aid training with the first ninety (90) days of hire. I included the due dates for CPR and First Aid training for the applicable staff on the staff and training worksheet completed today. Ensure staff register and complete CPR and First Aid training via an agency that is approved from the Division of Child Development and Early Education. You can find the list of approved agencies from DCDEE’s website under the “Provider”, “Training and Professional Development”, and “Health and Safety Trainings” tabs. Contact credit hours earned for CPR and First Aid training cannot count towards annual on-going training for staff. When asked, you stated Ms. Privott, only works as the facility’s cook. You further stated she does not have any caregiving responsibilities with the children at any time. BSAC TRAINING: Anyone who is assigned to work with the school aged children must complete BSAC training, Basic School Age Care Training, within the first three months of assuming caregiving duties with this age group. BSAC training is offered online and can be completed via the South Western Child Care Commission and via any other approved agency recognized by DCDEE. You can also contact the local Child Care Resource and Referral Agency to inquire when the next BSAC training will be offered. ITS-SIDS TRAINING: Any staff member assigned to care for infants is required to complete the ITS-SIDS training within the first 60 days of hire. Ms. Hinds will be required to complete ITS-SIDS training on or before January 2, 2024. A certificate of completion is required to be kept on file. Ms. Hinds or any other staff that does not have ITS-SIDS training can at no time be left alone to care for an infant. ORIENTATION: Ensure orientation is completed for the newest staff member that was hired November 2, 2023. Ensure this staff member completes the required number of hours based on the topics specified on the orientation form. HEALTH AND SAFETY TRAININGS: Health and Safety training topics must be completed within the first year and every five years thereafter. The health and safety trainings are offered for free via DCDEE Moodle. Staff have to use their individual NCID and password to log into Moodle. 1. Go to the DCDEE website: https://ncchildcare.ncdhhs.gov and click on Provider, Training and Professional Development, DCDEE Moodle. OR go directly to the Moodle site - https://www.dcdee.moodle.nc.gov 2. In the upper right corner click login and type in your individual NCID and password 3. Scroll down to the bottom of the page until you see a search bar 4. Type in ”2023 CCDF health and safety in child care” 5. The training module will come up, click “self-enroll.” 6. Eight different trainings will show that you can take 7. A 9th training has been added regarding medication. Go back to the search bar and type 2023 Part 1: Medications in child care to access. 8. Reminder: print your training certificate upon completion and record onto your ongoing training log Child care staff are expected to be well informed about child abuse and neglect issues and adequately trained to prevent and recognize potential maltreatment. The “Recognizing and Responding to Child Abuse and Maltreatment” training must be completed within 90 days of hire and every five years. This training must be completed via the Prevent Child Abuse NC website: www.preventchildabusenc.org. Documentation of training must be kept on file for review. Complete the health and safety training record as found on the DCDEE website. This training can be completed within a staff member’s first two weeks of employment since training regarding child abuse and neglect is a topic listed. ACTIVITY PLANS: A current and dated activity plan is required for each group of children. The activity plans posted for two of the groups today were dated through October 2023. Based on today’s observation, no activity plan was posted for the school aged children. When asked, you have the activity plans for this week on your computer but have not printed the plans yet. It would be helpful to print and post the activity plan for each group on Fridays to ensure the current plans are posted and available for review on the following Monday for the week. Reference NC Child Care rules found in Section .0508 for more information pertaining to activity plans. Ensure the activities provided stimulate the five domains of development that can be found using the NC Foundations for Early Learning and Development. POSTED ITEMS: Post the staff/child ratios for each group of children. You can print the staff/child ratio chart from the “Provider Documents and Forms” tab on DCDEE’s website. You can reflect this facility is meeting minimum staff/child ratios at this time. It would be best to post the information near the other information in each group such as near the daily schedule, activity plan, etc. CHILDREN’S RECORDS: Three children’s records were reviewed today. We reviewed that all required information must be completed for all children enrolled, including children that were previously enrolled at your family child care home when it was open. Review all children’s records and ensure parents update the required information for their child, including an updated medical exam and immunization records. A medical exam is required to be completed and on file within the first 30 days of enrollment. A medical exam can be accepted if completed within the last 12 months prior to enrollment. Ensure all children’s information is up to date and the required information is completed and on file as required. Immunization records are also required to be completed and on file within the first 30 days of enrollment. OUTDOOR ENVIROMENT: The outdoor environment was monitored today. There is no door on the attached small storage building behind the child care center building. Ensure no items that could be hazardous to children are kept in this area or any other area on the premises. No stationary equipment has been added or is being used at this facility. You have all loose materials and toys for the children to use that do not require a fall zone or surfacing. If you decide to purchase stationary equipment, ensure the required fall zone and correct depth of surfacing is added and maintained underneath and around the equipment. You can reference the NC Child Care rules found in Section .0605. SANITATION: We reviewed storage of any items such as cooking spray that is stored in the kitchen. Ensure cooking spray is not stored in the same locked cabinet with hazardous items such as cleaning supplies. We discussed using a magnetic lock on a cabinet or using a tackle like box for the cooking spray that can be locked with a key lock or combination lock. EMERGENCY PREPAREDNESS AND RESPONSE: You completed the EPR training March 16, 2023. Ensure you develop and print the EPR plan for this facility on or before January 1, 2024. Once completed, print the plan and review the plan with staff. Ensure staff document the receipt of the EPR plan and maintain on file for review. Ensure the EPR plan is reviewed annually with staff and documentation of the review is on file. RATED LICENSE ASSESSMENT: Discussions occurred today regarding the two-component star rated license process. You are familiar with the Rated License and the components of the Rated License since you have operated a family child care home and worked in a child care center before. When asked, you are not unsure if you will be requesting the Environment Rating Scales to be conducted at this facility at this time. If you choose to request the ERS, contact me and I will email you the Rated License Request Review Form to complete, sign, and email to me. Once received, I will complete the request for the ERS will be completed via the North Carolina Rated License Assessment Project’s website: www.ncrlap.org. You will receive a scheduling call from a representative with NCRLAP in the near future. Ensure you and staff are accessing NCRLAP’s website for resources, videos, training, and information pertaining to the ERS. Staff can use the “Thinking More” worksheets as a resource to help them in preparation for the Scales as well. If you choose to request the ERS, the request will need to be completed around the first of August or even sooner. We reviewed information pertaining to WORKS. You are also familiar with WORKS. WORKS is a self-service applicant portal that will be used by an individual applicant to register and maintain their workforce information to support education requirements. The WORKS portal is available online and requires the user maintain an individual North Carolina Identity Management (NCID) username and password. Electronical official transcripts can be submitted to the Workforce Education Unit from a person’s college or university provided the school participates with the National Clearing House. If not, then official transcripts must be mailed to the Workforce Education Unit at DCDEE for evaluation. All staff education should be current before the fifth month, (February 2024), of the temporary time period as a rated license will need to be processed before the end date of the temporary license.
