Caregiver used a discipline technique that was humiliating, threatening or frightening to children as evidenced by CI Duckworth observed Jamie Conrad grab a one year old child by both arms and roughly lay her back down on the cot after the child was trying to get up to observe CI Duckworth in the room. Jamie also did the same thing to another one year old child that was on the other side of her on a cot. Jamie was sitting between the two children on the floor while the children were laying on their cots for nap time. Jamie used a harsh voice when saying to the children that they were "safe" and that CI Duckworth was not going to bother them which was not soothing or comforting to the children.
