Conditions of a variance were not met as evidenced by CI Duckworth observed 5 children laying on the floor and blankets and not on mats or other appropriate sleeping equipment. Gina has a variance for mats for sleeping approved 11-21-08 which CI observed conditions of variance for mats were not met.
