On 05/05/2022, I completed an unannounced on-site inspection and informed Ms. Arendsen about the investigation and allegations. Ms. Arendsen denied the allegation. She said that she does sit in the chair, and she uses her phone to communicate with parents. She denied that children are helping each other with their care. I asked her about an incident where Child A was under her chair, and she asked another child to move the infant. Ms. Arendsen reported that she was leaning back in the rocking recliner and Child A was on the floor crawling around. Child A crawled under the chair and if she would have leaned forward, Child A could have been squished under the chair. She reported that she asked Child B (male, 4 years old) to move Child A so that Child A would not get hurt. I suggested that Ms. Arendsen either put something around her chair to prevent crawling children from accessing it or not use the chair when children were crawling. Ms. Arendsen denied that she yells at the children and explained that Minor Household Member (MHM) has mental issues and yells when she is mad but that has not happened when child care children are present. I asked Ms. Arendsen if MHM is involved in any mental health services, and she confirmed that MHM is involved in treatment. I asked if she has provided the bureau with a statement to verify MHM's fitness to reside in a child care home. She stated that she was not aware of the requirement and did not think it was "pertinent." I reviewed the rule requirement with her. Brookyn Arendsen denied that Ms. Arendsen does not provide appropriate care and supervision of the children. She said that if anything, she is the one who is on her phone all the time. She said that adults are not yelling at child care children. She reported that when Child A began crawling, she would crawl under her mom's chair. Her mom asked her where Child A was because her mom could not see her. Brooklyn Arendsen said that she then would move Child A so that Child A would not hurt by her mom's chair. On 12/08/2022, I spoke with Child B's Mother who reported that she has heard yelling from outside but as soon as the door was opened it is quiet. She said that the family are "loud speakers." She explained that she had heard MHM yelling at a child. Child B's Mother said that Ms. Arendsen has yelled for Child B (male, 4 years old) to come help her and get Child A from under her chair. Child C's Mother explained that the Arendsen's are a "loud family" and have "loud voices." She has heard yelling in the home but explained that the family members talking to each other, not to child care children. She has heard Brooklyn Arendsen tell Ms. Arendsen not to move because Child A was under her chair. She does think that Ms. Arendsen was often sitting in her chair. 3 On 12/09/2022, I spoke with Child A's Mother who reported that she heard raised voices in the home and children were spoken to loudly. On 12/13/2022, I spoke with Child A's Father who reported that he had not heard yelling from outside but described the family as "loud people."

Ms. Arendsen denied that children are watching more than two hours of television per day. She explained that she has the children watch television when she is making breakfast and lunch and that it is usually not even a half an hour each time. Brooklyn Arendsen said that the television is on from 11:30 AM to 12:00 PM when lunch is being made and again after lunch from 12:45 — 1:00 PM. Child B's Mother reported that the television was always on at drop off and pick up time and Child B would tell her lots of shows that he watched every day. Child C's Mother reported that she was not happy with the amount of television watching and lack of outside time that was happening. Child A's Mother reported that the television was constantly on. Child A's Father reported that the television was always on.

Ms. Arendsen said that there was dog feces along the left side of the driveway that did not get promptly picked up due to the weather, but children were never in that area. She denied that children provide any care for the dog. She explained that if the children were getting ready to go outside and were by the door, they may open the door up for the dog, but children were never doing that without adult supervision. Brooklyn Arendsen said that there was dog feces on the side of the yard during the winter time, but it was picked up when the snow was gone. She denied that child care children are letting the dog in or out. I did not observe any dog feces on the premises. Child B's Mother reported that there was dog feces on the driveway and the grass. She explained that there were several times that she stepped in it because it was on the driveway and steps leading to the house and had to clean off her shoe.
