An onsite inspection was completed on December 5, 2022, at 5:10PM while the after-school program was in operation. When I arrived at the center school-age children were in the preschool classroom with licensee designee Leslie Promenchenkel. Children were being picked up frequently as I was speaking with Ms. Promenchenkel. Ms. Promenchenkel stated that the center maintains a written attendance record so that child care staff members can keep track of the children. As children are picked up child care staff members are required to check the children off on the attendance sheet. Parents sign children out electronically using the ProCare online system. When I requested to see the written attendance record Ms. Promenchenkel looked for the sheet but could not find it. She stated that the children were outside prior to my arrival and that child care staff members must have left the attendance sheet outside. Ms. Promenchenkel went outside and retrieved the attendance record which included 5 pages. The attendance sheets included children's first and last name and well as their age and date of birth. Instead of including the time of arrival and departure in the designated spots marked AM and PM on the form there was a check mark if children were present for the before school program in the AM box and a circle if children were present in the after- school program in the PM box. When children were picked up from the after-school program child care staff members were supposed to place an X inside of the circle in the PM box to indicate that they were gone. After reviewing the attendance records 2 it was determined that there were eight children still in care at the center, however seven children who were picked up were not signed out on the attendance sheet. Ms. Promenchenkel stated that she wasn't going to mark off each child as they left. She was going to do it after each group of children left. She stated that her focus is on keeping children safe. I informed Ms. Promenchenkel that the rules require that the attendance records accurately reflect the children in attendance. I also told Ms. Promenchenkel that she would need to use times of arrival and departure on the attendance record instead of check marks and circles. There also needs to be a separate sheet for the before school program and after school program because children need to be signed out from the before school program as they leave for school and not remain signed in when they are no longer at the center. After completing a review of the written attendance records, I reviewed the online records on the ProCare system. On December 5, 2022, there were 30 children who attended the after-school program. There were eight children present at the center at the time of the onsite inspection however there were 14 children still signed in on the online system. Ms. Promenchenkel stated that parents fall short with signing children out sometimes. Child care staff member Heidi Miles stated that children who attend the before school program have a check mark placed next to their names in the box marked AM as they arrive. When the children get off the school bus in the afternoon a circle is placed in the PM box. When children are picked child care staff members either write an X or a check mark inside the circle in the PM box to indicate that they are gone. Ms. Miles stated that when she is with children in the afternoon she typically stays outside with children until all the children are picked up. Ms. Miles stated that during the height of Covid parents were not allowed in the center so many of them have gotten out of the habit of signing their children in and out using the ProCare online system.
