Ms. Mustafa stated that she is not mentally unstable. She added that she just received a physical recently, and the doctor indicated that she is physically and mentally capable of caring for children. Ms. Mustafa stated that she does not take any medication, nor does she have any diagnosed mental or physical health conditions. I reviewed Ms. Mustafa's file. There was a medical statement from an examination on 06/14/2023, in which the physician indicated that there was no physical or mental condition or health problem that would limit Ms. Mustafa's ability to provide independent care of children. I also received a note from Ms. Mustafa's doctor dated 08/18/2023. The note indicated that Ms. Mustafa is a patient under their medical care. Ms. Mustafa is able to care for children. The doctor had no concerns of physical or psychological conditions that would prevent Ms. Mustafa from providing care. Adult Household Member 1 stated that she is in the home with Ms. Mustafa on a daily basis. She does not have any concerns regarding Ms. Mustafa's mental health, and she trusts Ms. Mustafa to care for Adult Household Member 1's children. Adult Household Member 2 stated that he has no concerns regarding Ms. Mustafa's mental health. He trusts her to care for his children. Witness 1 stated that she visits the home often. She has no concerns regarding Ms. Mustafa's mental health. She stated that she trusted Ms. Mustafa to watch her own children many years ago. Child A's Mother stated that she has no concerns regarding Ms. Mustafa's mental health. She has been satisfied with the care that Ms. Mustafa has provided to Child A.

During the on-site inspection, Ms. Mustafa and Adult Household Member 1 were present with three children, one of whom was in care. There was no yelling observed. Ms. Mustafa stated that she only has one child enrolled currently. Ms. Mustafa stated that there is not a lot of yelling in the home. Adult Household Member 1 stated that there is not a lot of yelling in the home. The house is quiet. Adult Household Member 2 stated that the household members are loud, but they do not yell at each other. Witness 1 stated that she has never witnessed adults yelling while she has been in the home. She has witnessed the children being loud. Child A's Mother stated that she has not observed yelling while in the home, nor is she aware of it occurring.

It was alleged that on 08/15/2023, a household member was on the telephone. Ms. Mustafa became angry that the household member was on the telephone, so Ms. Mustafa hit them and knocked the phone out of their hand. The resident was not identified, and I was not able to reach the complainant for further information. Ms. Mustafa denied any knowledge regarding an incident where she hit a resident of the home and knocked a phone out of their hand. She stated that it is not her business who household members talk to. Ms. Mustafa stated that Witness 1 was present visiting her that day. Adult Household Member 1 denied any knowledge of Ms. Mustafa hitting a household member and knocking a phone out of their hand. Adult Household Member 2 stated that he has no knowledge of the phone incident. He is not usually present in the home during the day. Witness 1 stated that she has no knowledge of Ms. Mustafa hitting a household member and knocking a phone out of their hand, nor has she witnessed that type of behavior from Ms. Mustafa. Child A's Mother had no knowledge of an incident where Ms. Mustafa hit a household member and knocked a phone out of their hand.
