Ms. Atwah provided appropriate care and supervision, as she did not leave Child A in a wet bib causing a rash on her neck. Ms. Atwah, CCSM 1, CCSM 2, and Child A's Grandmother did not observe a rash on Child A's neck or chest, and Vaseline was applied to the mark on Child A's throat.
