    R 400.1911 · 1 R 400.1911 Care; supervision; children. (1) A licensee shall ensure appropriate care and supervision of children at all times.

    Licensee Princess Rankin contacted the department on Monday, June 14, 2021, to report that she was involved in a physical altercation with Child A 2 (male, 4 years) and Child B's (female, 2 years) Mother in her day care home. Ms. Rankin reported that there were a total of seven children present at the time of the altercation including Child A and Child B. She stated that on Wednesday June 9, 2021, Child A vomited while in care. Ms. Rankin contacted Child A and Child B's Mother to pick the children up immediately and informed her that Child A could not return until June 14, 2021, because her policy states that if a child vomits, they are not allowed to return for 72 hours. Later that week Ms. Rankin was informed by a friend that Child A and Child B's Mother made an "inflammatory" post on Facebook complaining about Ms. Rankin sending her son home from the care after vomiting. Ms. Rankin stated that she is not friends with Child A and Child B's Mother on Facebook. Ms. Rankin did not have a copy of the Facebook post to provide to the department. On the morning of June 14, 2021, Ms. Rankin stated that when Child A and Child B's mother arrived to drop the children off, she asked to speak with her outside. Child A and Child B went into the home with child care staff member Amari Collins-Jones. While outside Ms. Rankin asked Child A and Child B's Mother if she had any concerns about the quality of care that her children were receiving at her child care home. Child A and Child B's Mother stated that she did not have any concerns. Ms. Rankin asked why Child A and Child B's mother made a Facebook post speaking negatively about her child care home. Child A and Child B's Mother stated that she was upset because Child A was sent home after vomiting but other children are allowed to remain in care when they are sick. Child A and Child B's Mother stated that there is a child in care that she has seen with a runny nose, and he is allowed to stay. Ms. Rankin explained that her policy for sending children home includes vomiting, diarrhea and a runny nose that includes thick green mucus. Ms. Rankin told Child A and Child B's Mother that rather than posting on Facebook she should come to her with her concerns. Child A and Child B's Mother stated that she was able to post whatever she wanted to post on her Facebook page. Ms. Rankin responded that she was correct and since the child care is her business, she was able to provide service to whoever she wants and that her children were no longer enrolled so she was going to get them. Ms. Rankin then went inside the home to get Child A and Child B to bring them outside to their mother. Ms. Rankin stated that due to Covid-19 parents have not been allowed inside her child care home. Ms. Rankin stated that while she was inside the home she asked Ms. Collins-Jones to gather Child A and Child B's belongings because they were going home. She told Child A and Child B that they were leaving with their mother. While she was waiting for Ms. Collins-Jones to gather the children and the children's things, Child A and Child B's Mother flung the door open, entered the home and yelled "get my kids shit". Ms. Rankin told Child A and Child B's Mother to get out of her house. Child A and Child B's Mother walked toward Ms. Rankin and said, "and you better give me back my money," while pushing Ms. Rankin's head with her hand. Ms. Rankin stated that she then immediately struck Child A and Child B's Mother in the face with her fist. The two began to fight each other while inside the child care room in the home. 3 Ms. Rankin stated that the fight lasted for one or two minutes at which time Child A and Child B's Mother took Child A and Child B outside. While outside Child A and Child B's Mother called the police. Officer Austin Sloan from the Ypsilanti Police Department came to the home, spoke with Child A and Child B's Mother outside and then spoke with Ms. Rankin in the home.
