On 02/09/2023, I spoke with child care licensing consultant, Kimberly Brown. She said she spoke with the program director, Deata Mclemore and learned that the paternal aunt to Child A was on the child information card and on the center's electronic system as an authorized pick-up person. However, Child A's Mother recently removed the paternal aunt as an authorized user from the electronic system, but not from the child information card. This was not communicated to the child care center and Child A was recently released to the paternal aunt. On 02/24/2023, I made an unannounced visit to the center. However, the center was observed to be without power and was not operating at this time. On 03/01/2023 I made an unannounced visit to the center and interviewed, CCSM 1, lead caregiver who has been working at this center for approximately two years. She explained Child A's Aunt has picked up multiple times in the past and she is on the child information card as an authorized pick-up person. The very first few times she picked up, CCSM 1 verified her identity through her identification. She said on the center's door is a camera doorbell where an unfamiliar person needs to present an ID before being allowed to enter the facility. CCSM 1then matches the ID presented to her, to the name listed in Procare, which is an app used by child care staff members to provide parents documentation on feedings, naps, etc. On an unknown date, roughly around the second week of February 2023, Child A's Aunt picked up as she has done so in the past. Approximately three or four days later, assistant director, CCSM 2, spoke with CCSM 1 as there was a complaint that Child A was released to Child A's Aunt, who is not someone he is supposed to be released to. Afterwards, Child A's Maternal Grandmother came to pick up and commented to her that Child A was picked up last week and they were upset about this, but the center likely didn't know that an individual in Child A's Father's family was removed. CCSM 1 said Child A's Aunt is no longer listed in Procare as she was removed on an unknown date. I interviewed licensee designee and program director, Deata Mclemore. She said she has been with the center since 2014. When using Procare, parents can remove people as an authorized pick-up person. Child A's Mother removed all of Child A's Father's listed people. However, when Child A's Aunt arrived to pick up Child A approximately a week before 2/9/2023, as she has done so in the past, no one knew that Child A's Aunt was removed from Procare. Parents are informed during orientation if they add and remove individuals as an authorized pick-up person, the person must be removed and added from both Procare and the child information card, unless there was an emergency and a parent needed to add a pick-up person quickly. Child A's Grandmother spoke to CCSM 1 that following Monday, 02/06/2023 and commented that someone released Child A to a person who wasn't listed on the 3 emergency card. Child A's Father called before Child A's Aunt picked up asking if Child A's Mother could remove him from the child information card., to which she responded a court order to have him removed would be required prior to this happening. The next day, Child A's Mother called and asked the same question, and she was relayed the same information. Ms. Mclemore was not told that Child A's Aunt was removed from Procare as an authorized pick-up person. There are no alerts from Procare when a parent changes this information and Child A's Mother never spoke to her about Child A's Aunt and she never mentioned or asked about removing Child A's Aunt, only Child A's Father. Child A's Aunt has picked Child A up from the center in the past as she has observed this happening, although Ms. Mclemore was not present at the center during the last pick up. Child A's Aunt has picked up on multiple occasions and was a routine pick-up person for Child A's Father. Ms. Mclemore explained authorized pick-up people are
