During the inspection, two program staff were on the playground with 24 children. The two program staff members were sitting at a picnic table together with two to three children while the other children were playing on various playground equipment on the very large playground. One of the program staff members was on her phone and both had their backs to the majority of the playground and were not supervising the majority of the children in their care.
