  On 08/09/202022, 1 interviewed the complainant. The complainant was informed of an incident involving Child A directing Child C last week to pull her pants down. During this incident, Child A also pulled her pants down and touched Child C in the pelvic area. The complainant was informed of another incident involving Child A pushing Child B (8-year-old, male) down on the ground. Child A also told Child B that she hopes he kills himself. Children and other parents have informed the center of the concerns with Child A, but the center has failed to address their concerns On 08/09/2022, I made an unannounced visit to the Mill Creek Center. While onsite, I interviewed child care staff members Mike Pearson and Marie Sieting along with the licensee designee/program director Joann Miracle. I first interviewed Mr. Pearson. On 08/01/2022, Child A and Child C had pulled their pants down during outdoor play to show each other their private parts. He is not aware of either child touching one another with their pants down. Ms. Miracle informed him of the incident via email on 08/01/2022. He was not at the center at the time the alleged incident occurred. Child care staff members Marie Sieting and Brook Durling were working in the afternoon on 08/01/2022. Ms. Miracle viewed the video surveillance footage from 08/01/2022 after being informed by Child C's Mother and Father of the incident. She also reached out to Child A's Mother. Ms. Miracle could not identify this incident occurring on 08/01/2022 and she could not identify Child A and Child C together during outdoor play at the time the alleged incident. He believes that the incident may have occurred on another day since the video cameras did not record the incident on 08/01/2022. Regarding incidences between Child A and Child B, he is aware of a pushing incident which occurred last week on 08/01/2022. He was not present for this incident either. During this incident, Child B reported that Child A pushed him, and Child A reported that Child B pushed her. He has never witnessed Child A being physical toward another child and no other children have reported to them that Child A is physical toward children at the center. He has witnessed Child B getting into verbal altercations with Child A, but he has only seen Child B hit Child A or displaying behavior like he is going to hit Child A. The center was informed of concerns with Child A only last week. Staff at the center have been closely 5 monitoring Child A since being notified of the alleged incident. Child A no longer attends the center due to Ms. Miracle withdrawing her from the program. He denied children ever being out of view during outdoor play. He was not aware of an incident of Child A telling Child B to kill himself. Child A has been known to use adult language and an enhanced vocabulary for her age which is something the center has addressed with Child A and Child A's Mother. Child A did write in chalk on the sidewalk last week "murder Child C" which staff documented by taking a picture of it. He denied any parents expressing concern over Child A except for Child D and E's Mother. Child D and E's Mother's concern stemmed from an incident where Child A was discussing lesbians and girl love with other children at the center. Child care staff members redirected Child A when she made these statements. Also, child care staff member Brook Durling saw Child A spell infanticide using the magnet tiles in the classroom. Child A only attended the center from June 20th until August 5th, and she only attended every other week. Next, I interviewed child care staff member Marie Sieting. Ms. Sieting was present along with child care staff member Michelle Kurtz during the alleged incident between Child A and Child C on 08/01/2022. Neither of them witnessed this incident occurring and nor did any children disclose to them that this incident occurred on 08/01/2022. On 08/01/202022, Child A (9-year-old, female) and Child C (5- year-old, female) pulled their pants down resulting in Child A touching Child C above the pelvic bone during outdoor play. Children have reported abuse and bulling behaviors by Child A to child care staff members who have not addressed the situation.
