Ms. Goerbig failed to ensure appropriate care and supervision of children at all times. She was not aware that four children had left the home and were in the front yard playing until they were returned to the home by an unknown man.

Ms. Goerbig failed to ensure that she knew the location of each child in care at all times. Ms. Goerbig thought that all of the children were in the home until she heard someone knocking on the door, and she investigated to find that four of the children were outside.

Ms. Goerbig failed to ensure that appropriate care and supervision was provided at all times. Children would be dropped off in the child care area while she was on the main floor of the home preparing for the day.

On 10/22/2020 I received an allegation that Ms. Goerbig was allowing an unapproved child care staff member to care for children. On 10/22/2020 I conducted an unannounced on-site inspection at Ms. Goerbig's home. During the on-site I interviewed child care licensee Ms. Goerbig. Ms. Theresa Goerbig indicated that she has three approved child care staff members. I confirmed that all three of Ms. Theresa Goerbig's child care staff members were fingerprinted and deemed eligible to care for child care children by the department. I spoke with Child A's Mother who stated that she has no concerns regarding child care staff members that work at Ms. Goerbig's child care. Child B and C's Mother also stated that she has no concerns regarding the child care staff members that care for her children. 2

During the on-site inspection Ms. Goerbig explained that her child care is conducted in the basement of her home. She keeps her dogs upstairs on the main floor of the home in their kennel. If she lets them out during child care hours, they are outside in the invisible fence. Ms. Goerbig also explained to her parents that if the dogs are outside when they arrive to the home and they are not comfortable, they can call her and she will put them back in their kennel. All parents have signed a pet agreement which indicates what Ms. Goerbig agrees to do regarding her pets and her child care. Child A's Mother stated that Ms. Goerbig's keeps her dogs put away in their kennel. She has no concerns regarding the pets in the home. Child B and C's Mother stated that Ms. Goerbig's dogs are kept on the main floor in their kennel and the child care is downstairs in the basement. The dogs are sometimes outside but Ms. Goerbig will put them in their kennel if parents ask. The dogs appear to be appropriate and behave well. She has no concerns regarding the pets in the home.
