On 2/16/2021 I spoke with licensing consultant Amanda Wendall. Ms. Wendall is the assigned consultant to this child care center. Ms. Wendall stated that she had received an email from program director Monica Marquez stating that she was no longer employed at Discovery School Site 2 as of 1/29/2021. Ms. Marquez had questions about signing a letter of resignation as the center told her it was required by child care licensing, Ms. Wendall explained that licensing does not regulate hiring and firing of employees. Ms. Wendall confirmed that she had not 2 been notified prior to this by the center that the site did not have an approved program director in place. Ms. Wendall forwarded me the email from Ms. Marquez. In the email, Ms. Marquez stated that on 1/29/2021 she was told by Ashley Hudd that she was no longer the program director at Discovery School Site 2 and would be reassigned to a classroom at their other location as a lead teacher. Ms. Marquez stated that she did not take this position, so the center wanted her to sign a letter of resignation. I completed an onsite inspection at the child care facility on 2/19/2021. During that time, I interviewed child care staff members Melissa King, Haley Fox, Sarah Burns, and Sulyn Schumaker at the Discovery School Site 2 school building. Following those interviews, I interviewed Ashley Hudd in the Discovery School Site 1 building. Melissa King stated that she is substituting at this time and is not regularly on the schedule. There is not currently a program director, as Monica Marquez stopped working at the center three Fridays before. After Ms. Marquez left, Kristen Paige Laughter stepped into the role of program director for a week but found it to be too stressful. I asked Ms. King who parents go to when they have an issue. She stated they go to the child care staff members or to Ashley Hudd who works up in the other Discovery building at the top of the hill. Haley Fox stated she always works in the toddler room. Staff were told that Monica Marquez quit and that Kristen Paige Laughter would be stepping in as program director; however, Ms. Laughter quit after a week. Ms. Fox had no idea that Ms. Marquez would be quitting. Sarah Burns and Sulyn Schumaker were interviewed together. Neither caregiver had any information regarding why Ms. Marquez was no longer at the child care facility, but they knew she hadn't been there for several weeks. Discovery School Site 1 and Discovery School Site 2 are both licensed by the same limited liability corporation (LLC) and they are located off the same private drive. Ashley Hudd is the program director and licensee designee at Discovery School Site 1 and helps facilitate things at Discovery School Site 2. The understanding from the complaint was that Ms. Hudd was the person that provided Ms. Marquez with the information that she was being demoted and moved out of the program director role. Ms. Hudd stated that the decision to demote Ms. Marquez was between herself and owner Erin Wilks. Ms. Marquez brought a lot of drama and unnecessary stress to the child care staff members at the center. The drama never filtered down to the children, but it was not creating a great work environment. Ms. Hudd explained that on 1/29/20201, Ms. Marquez was given the demotion but declined to take the position that was offered to her at the Discovery School Site 1 building working with a different age group of students. Ms. Hudd and Ms. Wilks 3 were waiting for her to give her letter of resignment and felt they did not have to inform licensing of the loss of program director until this was completed. I explained that when they demoted Ms. Marquez out of the program director role they were no longer in compliance as they did not have another person fulfilling this role. Ms. Hudd stated they did place Ms. Laughter in this position in the interim, but Ms. Laughter quit after one week and back dated her notice a week.
