On March 24, 2021, I initiated this investigation with Cassie Nickels, licensee designee. Mrs. Nickels reiterated that allegations as reported in the incident report. On March 24, 2021, Child A's (6-years-old, female) father was interviewed via telephone. He reported that after the incident, he had a conversation with Child A 2 about the inappropriate behavior. He stated that Champions notified him of the incident immediately. Child A's father stated that Child A has returned to the program. On March 24, 2021, Child B's Father (8-year-old, female) reported, via telephone, that Child B has also returned to the program. He stated that after he was notified of the incident, it was explained to Child B that this type of behavior is not acceptable. On March 25, 2021, child care staff member Taylor Williams reported that she was present during the incident. She explained that there is a spot behind the book shelves that was created for a child to sit and read or have quiet time. She admits that the area is a blind spot. Ms. Williams stated that she became aware of the behavior due to another student coming to "tell on" the girls that were engaging in this behavior. Since the incident, Ms. Williams reported that the area has been blocked off that students are not allowed to sit there.
