Based on the interviews that were conducted, there is insufficient evidence to support that CCSM 1 did not provide appropriate care and supervision for Child A. It cannot be determined that CCSM 1 hit Child A’s face after he spilled water. Although Child A’s Mother stated she observed CCSM 1 hit Child A’s face, CCSM 1 denied hitting Child A. She stated that she only grabbed the cup out of Child A’s hands and did not touch his face or body. There were no other witnesses that observed the allegation, and the child care center does not have cameras that could show what occurred. PD stated that Child A had no marks, bruises, or injuries after the incident. However, Child A’s Mother stated that Child A’s face was red, but the redness was gone by the time they got into their car after leaving the child care center. Child A did not receive medical treatment.
