There was no comprehensive background check completed for child care staff members prior to contact with children. Staff are not required to provide proof to indicate that required training was completed prior to contact with children. I reviewed all staff training records that the licensing rules require before a staff member can have contact with children. The health and safety courses taken by Ms. Miller and Ms. Williams satisfied the training needs as detailed below, but only Ms. Miller completed the training prior to hire in 2018. Ms. Williams was hired in January 2020 and completed the training in August 2020. Ms. Glass only had verification of completing Health and Safety Course 1 provided by MiRegistry and a refresher course. She took separate trainings prior to hire in safe sleep and infectious disease as detailed below. Regarding CPR and first aid training I reviewed staffs' documentation on site. Ms. Glass, Ms. Williams, and Ms. Miller all had current certification in infant, child and adult CPR as well as first aid. All were dated prior to hire. 3 Regarding the prevention of infectious disease, Ms. Miller satisfied this need prior to contact with children when she completed Health and Safety Course 1 on 08/21/2018. Ms. Williams completed this training on 11/12/19 prior to contact with children. Ms. Glass satisfied this requirement when she completed MiRegistry Health and Safety Course I on 10/24/2020, prior to contact with children. Regarding shaken baby syndrome and safe sleep, Health and Safety Course 2 taken by Ms. Miller on 08/21/2018 before contact with children included shaken baby syndrome training but she did not have verification of training in safe sleep on file. Ms. Williams did not have verification of shaken baby syndrome training prior to contact with children but did have documentation of safe sleep training on 04/01/2019 which was taken before she had contact with children. Ms. Glass did not have evidence of training in shaken baby syndrome or safe sleep before coming into contact with children. Regarding reporting child abuse and neglect, Ms. Miller had this training when she completed Health and Safety Course 2 prior to hire. I called and reached the complainant on 08/25/2021. She said she was unable to speak to me at the time. I asked for but did not receive a call back. I made an unannounced on-site visit to the home and interviewed licensee Jayeeta Champati. She identified Tina Glass, hired three days ago, and Kayla Williams, hired 01/02/2020, as her only staff members as of the inspection date. She said the other recent hire was Tori Miller on 06/18/2021. She is no longer employed. I briefly interviewed Ms. Williams and Ms. Glass before Ms. Champati returned to the child care home. The approximate dates of hire were consistent with what the licensee reported. They believed they had completed all required pre-employment needs, except that Ms. Glass said she had not yet obtained a TB test. Afterward, I 2 reviewed their employee files and LARA's database. Tina Glass was hired on 8/22/21. The Child Care Background (CCBC) database Indicates that a comprehensive background check was completed and that she was determined eligible to work with children on 08/18/2021, prior to coming into contact with children. Ms. Williams was hired 01/02/2020. The CCBC database indicates that she was determined eligible to work with children on 12/28/2019, prior to working with children. Ms. Miller's date of hire was 6/18/2021. The CCBC database indicates Ms. Miller was found eligible to work with children on 06/16/2021, prior to contact with children. Only Ms. Williams had been employed for more than 90 days.
