On 07/20/223, I called Child A's Mother to discuss the allegations. She shared that on Tuesday 07/18/2023, when she picked up Child A from the summer camp program, he had a look on his face that and was not acing himself. She asked him if anything was wrong, but he did not say anything. During their nighttime routine, Child A told her that there was something he needed to tell her. He shared that, today while in the bathroom another student touched him and put their mouth on his penis. He said that he froze and did not know what to do. When he went to the bathroom again later that day, the student did it again. Child A described the event and said that he was standing at the urinal, his pants were down, and Child B held his penis with his finger and thumb and then fully put his mouth around his penis. Child A told his mother that he did not tell any staff member about it. Child A's Mother went to the school first thing Wednesday morning to talk to the director and pulled Child A from the program. On 07/25/2023, I conducted an unannounced inspection at the Champion's program at St. Mary's Church. While onsite we met with Program Director Jamie Sipos and interviewed CCSM 1, CCSM 2, CCSM 3, CCSM 4, CCSM 5. Ms. Sipos shared that on Wednesday morning, 07/19/2023, Child A's Mother and Child A's Father wanted to speak to her. After they explained what happened she informed them that she was immediately going to pass this along to the area manager. She called Licensee 611 W. OTTAWA. P.O. BOX 30664. LANSING, MICHIGAN 48909 www.michigan.gov/lara . 517-335-1980 Designee Devon Nelson. They reported the incident to Licensing Consultant Brandon Robinson. She was informed that Child B was temporarily suspended until the investigation was completed. She explained that Child B's Mother has been unhappy with the program all summer long but that no other incidents have happened over the summer. She also stated that she can view on camera staff members walking children down to the classrooms. She seen them standing right outside the door. The front office is also near the classroom and bathroom, and she can often hear the children going down to the bathroom. The bathroom door has a large metal grate opening on the bottom of the door so she can hear the boys in the bathroom. While onsite I Interviewed CCSM 1 who is an assistant teacher for the program. He stated that staff always go down to the bathrooms with the children. He oversaw bathroom breaks that day. He stated that Child A and Child B were never alone in the bathroom together. However, there was a time that Child A, Child B and Child C were together in the bathroom. He recalled that Child A and Child C left the bathroom first. He does not recall any other time that Child A and Child B took a bathroom break together. He stated that he stood outside the door, he heard normal "goofing off' which consists of "running in the bathroom, using too much soap and water, playing at the sink, laughing loudly". He did not hear any moments of silence or any conversations. He said that the boys usually do play together. All three boys Child A, Child B and Child C (11-year-old male), get rowdy together and interact with each other daily. He said that on that day, Child A seemed normal, no changes in behavior though out the day. CCSM 2, who is an assistant teacher in the classroom, stated that Child A and Child B are always playing together. They do sometimes talk about their private areas but she has never heard them talk about showing each other their private parts. She could not recall a time that both boys requested to use the bathroom together. Anytime that a child asks to use the bathroom, a staff member goes down there with them. CCSM 1 would have taken the boys down to the bathroom that day. She recalled that Child A seemed normal all day. There was no time where she noticed a change in behavior. Child A and Child B continued to play with each other all day that day. She did recall that during a b
