I spoke on the telephone with licensee designee Sheila Washburn on 1/27/2023. According to Ms. Washburn, Child B originally told his parents that Child A disclosed that Child B multiple occasions while attending preschool at ay an Head a Ms. Washburn does not know how that would be possible as there are three staff members in the classroom and none of them ever witnessed I made an onsite inspection at Wayland Head Start on 1/30/2023 and spoke with program director Karah Rowe, Child Care Staff Member 1 (CCSM1) and Child Care Staff Member 2 (CCSM2). According to Karah Rowe, this is the second year Child A and Child B have attended preschool at Wayland Head Start. She has never witnessed between students nor has another student or parent ever disclosed concerns o contact to her. Child A and Child B both have concerns and require constant supervision. Child A and Child B are not friends, do not sit together and do not spend time with one another outside of preschool. Ms. Rowe has observed Child A and informed him There is a bathroom located inside the classroom. Only one child may use the bathroom at a time and a staff member waits outside the door while in use. CCSM1 has never witnessed contact between Child A and Child B. CCSM1 informed me that Child A and Child B both have big personalities, and all eyes are on them when they are near one another. CCSM1 shadows Child B due to behavior concerns and is near him 99% of the time. Child B bit Child A on two occasions and last week. CCSM2 has never witnessed contact between Child A and Child B, and no one has ever disclosed concerns of inappropriate contact to her. CCSM2 3 rides the bus with the children. Child A and Child B sit across the aisle from one another. Since the recent allegations, Child B has been moved to the front of the bus. CCSM2 stands next to the bathroom when in use and only allows one child at a time. The classroom was observed to be an open floor plan with minimal blind spots. The bathroom containing one toilet is small and not intended for multiple users. I spoke on the telephone with licensee designee Sheila Washburn on 2/13/2023. Ms. Washburn has not received an update from Child A or Child B's Parents. Child A and Child B still attend the program. Wi I spoke on the telephone with Child A's Mother on 3/612023. came to her home in January regarding allegations that Child A During the forensic interview, Child A disclosed a Child A was later examined at During e examination, Child A disclosed that a different child had Ro.n Toht ere was no physical evidence found during the examination. Child A has exhibited behavior changes since the disclosures and is now attending Child A's Mother is satisfied with the care and supervision provided by the Wayland Head Start program. I attempted telephone contact with Child B's Mother on 3/6/2023. 1 received a return call from Child B's Mother on 3/7/2023. She does not believe that - Child A and Child B ever occurred and stated that appropriate scare and supervision in the classroom. I spoke on the telephone with Child C's Mother on 3/6/2023. Child C's Mother did not express any concerns with the care and supervision Wayland Head Start provides. She went on to state that staff are very attentive and communicative.
