PA, LD, Teacher 1, Teacher 2, and Teacher 3 all denied that any teacher puts their legs over the children at nap. On 2/5/2026, I observed the three classrooms at nap time. The teachers were not placing their legs on the children.

During the interviews, all the teachers stated that the children's bathrooms were clean. I did not see the children's bathrooms to be unsanitary during my inspections on 11/12/25 and 12/16/25.

It was not established during the interviews that the ceiling and the doors of the gym leaked after Spring 2025. The repairs were made in Spring 2025. None of the teachers had seen the Art room ceiling leaks.

Lead Teacher 2 was reprimanded by Ex-PA for vaping in the bathroom and moved out of the classroom. Since then, there have been no instances of smoking/vaping in the child care center or on the property of the child care center.

During the interviews it was established that the teachers admitted to coming out of the classroom to talk to other teachers while leaving the children unattended. Program Staff 1, Teacher 4, Teacher 5, Teacher 6 and Program Staff 2 admitted that they have come out of the classroom to ask a question about an issue during nap time and times when the children were awake. The PA admitted to seeing this happen, but since she took over, it does not happen anymore.

During my inspection on 11/12/25, Room 5 was licensed for four toddlers but there were six toddlers present. During the interviews, teachers indicated that they had more toddlers in the room than they were licensed for on many occasions. PA said that she had taken over as of 10/30/25 and tried to figure out the age groups for the rooms and the ratios. LD and PA are working on making changes.

During my inspection on 12/16/25, I saw that the Children's Chapel that was approved for use but not included in the capacity for the center was used as a classroom for young preschoolers without the approval from the department. PA was not aware that the Children’s Chapel was not included in the capacity when she took over on 10/30/25.

During interviews, PA, Ex-PA, Lead Teacher 3, Lead Teacher 4, Lead Teacher 5, Teacher 1, 5 LANDMARK BUILDING • 105 W. ALLEGAN STREET • LANSING, MICHIGAN 48933 Michigan.gov/MiLEAP Teacher 2, Teacher 3, Teacher 4, Lead Teacher 6, and Lead Teacher 8 stated that they had more than four toddlers by themselves in the rooms many times. On 9/16/2025 and 9/17/2025, the gym exceeded the group size requirements. PA said that she had taken over as of 10/30/25 and tried to figure out the age groups for the rooms and the ratios. She is working on making changes.

During the interviews, PA, Lead Teacher 2, Lead Teacher 3, Lead Teacher 5, Lead Teacher 7 and Program Staff 2 indicated that in September 2025, the Gym was always combined for all age groups for play and breakfast in the mornings and they were not clearly separated for their age groups.

The complainant stated the center has separate bathrooms for males and females. On at least one unknown date, Child A (two-year-old, male) was in the female bathroom and tried to touch Child B (six-year-old, female) in the vaginal area on top of her clothing. Child C (six-year-old, female) has also tried to touch Child B in the vaginal area. I left multiple messages for the complainant to obtain additional information, but a return call was not received. The program director Cynthia Anderson stated Child A and Child B would never be in the bathroom at the same time, and they use different bathrooms. Child A is two years old and is always supervised by an adult while in the bathroom. Child B and Child C are both six years old and in the school age room together. The school age children can go to the bathroom on their own, one at a time, or a group will go at the same time if a staff member is in the bathroom with them, so Child B and Child C are sometimes in the bathroom together. Ms. Anderson stated she is not aware of any 3 time when Child A or Child C has tried to touch Child B's private area. None of the children or parents have come to her regarding any incidents. Ms. Anderson stated Child B and Child C also go to the same elementary school and are both in Kindergarten, and a child with the same name as Child A also goes to Kindergarten with Child B and Child C. Child B talks about that other child with the same name as Child A, so she feels if the incident happened, it probably happened at the elementary school. Ms. Anderson took me around the center, and I observed the school age bathrooms that Child B and Child C use and the preschool bathroom that Child A uses. Child care staff member Kayla Whitaker states she has worked at the center for one year. She works with Child A. She stated Child A is always in the bathroom with a staff member and has not been in the bathroom with Child B. She stated Child B has never talked to her about Child A trying to touch her privates and no parents have ever brought up any concerns either. Child care staff member Jennifer Cummings has worked at the center for nine years. She works wherever she is needed and has worked with Child A, Child B, and C. She stated Child A and Child B are never in the bathroom together since Child A is two years old. She stated if the school age children go to the bathroom together, there is always a staff member with them. She stated they monitor the school agers closely and there would be no opportunity for Child C to try to touch Child B's vaginal area because only one child is allowed in the stall at a time. Ms. Cummings stated Child B has never come to her about anyone trying to touch her inappropriately and she has not witnessed any inappropriate behavior between Child A, Child B, and Child C. Child care staff member Alondra Jimenez has worked at the center for nine months. She works in the school-age room with Child B and Child C. Ms. Jimenez stated Child B talks about her "boyfriend", who has the same name as Child A, that goes to her elementary school. Child B has said she and her "boyfriend" kiss and hold hands. Ms. Jimenez stated one time at the center, she saw Child B and Child C rubbing each other's arms and she told them to stop touching each other, but other than that, she has not seen nor has become aware of any inappropriate touching between Child B and Child C. Ms. Jimenez stated if the school age children go to the bathroom together, they are supervised by a staff member and she has never seen Child C try to touch Child B in her private area. Child B also has not told her Child C has tried to touch her inappropriately. Detective Ritter from the Waterford Police Department also received the same complaint as licensing and investigated the incident. He stated he did not receive a return call from the complainant.
