On 04/01/2022 I spoke with the complainant. The complainant stated the person posting pictures of children at the center on either Instagram or Snapchat is named Caleb Lynn, and he volunteers at the center. On 04/01/2022 the complainant forwarded me eleven pictures. Three pictures included a man, the complainant identified as Caleb Lynn, with three different children: Mr. Lynn holding Child A, Mr. Lynn holding Child B, and Mr. Lynn with Child C. The other pictures included six pictures of Child A alone (two of these were captioned with Child A's first name). One was a picture of Child B in a crib and one was a picture of Child C captioned with Child C's first name. On 04/04/2022 I completed an on-site inspection to the center. At the time of my arrival, there were two staff members present, Annalise Lynn in the preschool room with 6 children, and Madeline Hubbs in the toddler room with 4 children. I interviewed Ms. Lynn who stated she is an assistant child care staff member and usually works in the infant and toddler rooms with Ms. Hacker and Ms. Martin and sometimes Ms. Bajis. Ms. Lynn stated both Ms. Bajis and Ms. Hacker were off today. I asked Ms. Lynn if the center has any volunteers and she stated there are no volunteers, just paid staff. I asked Ms. Lynn if the center had a volunteer screening or supervision policy. She stated volunteers have to be fingerprinted and are supervised by staff. I asked Ms. Lynn specifically about Caleb Lynn. She stated he occasionally works at the center in the morning when other staff are out sick. Ms. Lynn stated he worked several mornings recently. I asked Ms. Lynn if staff take pictures of the children and what the center's policy is about photographing children. 3 She stated staff take pictures of the children and send them to the parents through the ProCare app. The center also has a Facebook page where pictures are posted. Ms. Lynn stated owner Dawn (Bajis) lets the parents know about the photos. I asked Ms. Lynn if she or other staff post pictures of the children on their own social media sites. She stated she does not do this, and she doesn't know if anyone else does this. I interviewed staff Madeline Hubbs who stated she is an assistant child care staff member, and she usually works in the preschool room with Ms. Bajis. I asked Ms. Hubbs if the center has volunteers. She stated she did not know. I asked Ms. Hubbs about the center's volunteer policy, and she stated if there is a volunteer then staff are usually in the room with them. Ms. Hubbs stated Caleb Lynn is a staff member that helps sometimes, and he usually helps in the infant room but sometimes he helps in the preschool room. I asked Ms. Hubbs about the center's policy about taking photos of children. Ms. Hubbs stated they do take photos and put the photos on the ProCare app. I asked Ms. Hubbs if she or other staff put the photos on their own social media accounts, and she stated she does not and she is not aware of any staff doing this. Staff Lydia Martin arrived at the center at 11:33am. She stated she is an assistant child care staff and usually works in the preschool room with Ms. Bajis or Ms. Hubbs. I asked Ms. Martin if the center has any volunteers, and she stated there is a Minor Volunteer (17 years old) that helps twice a week and sometimes Caleb (Lynn) helps out. I asked Ms. Martin if the center had any policies about volunteers. She stated if there is a volunteer, staff must keep an eye on them. I asked Ms. Martin if staff or volunteers take pictures of the children at the center. Ms. Martin stated some staff take pictures, not volunteers. She stated she does not take pictures, but other staff take pictures and put them on the center's ProCare app. I asked Ms. Martin if staff put pictures on their own social media accounts, she stated staff are not supposed to do that.
