At least 2 adults, 1 of whom is a child care staff member, shall be present at all times when 7 or more children over 3 years of age are present. A second child care staff member is required when needed to comply with subrule of this rule.

When I arrived at the facility there was 1 caregiver for 15 children at 4pm. When the office closed at 4:15pm there was no second consistent adult present at the facility and the caregiver had 13 children present for approximately 15 minutes. There was a custodian, however, he was unaware that he needed to be available in an emergency for the child care program. It was noted that while the caregiver can call the custodian, he does not always answer his phone. The custodian admits he is in a different side of the building working from the SACC program.

During the inspection, I observed the school's administrative assistant bring down a child because he had not been picked up from school and the office was closing. The child was not enrolled in the program and was missing documentation that included a child care information card.
