The complainant indicated that the program director changes the attendance records to indicate proper ratios are maintained. I was unable to obtain additional information regarding this allegation since the complainant did not provide contact information. I interviewed Ms. Newton about this allegation during an unannounced, on-site visit on 02/22/2022. She named several methods of recording attendance for staff and children. At the front door, parents are requested to check in and out online during drop off and pick up and also to record their child's time in and time out on paper. Child care staff members also record children's time in and time out daily, electronically on their tablets and on paper. The staff members also record their own attendance using these same two methods. Ms. Newton said she is the one who handles the attendance data and ensures accuracy. Parents do not always remember to record their child's attendance in writing and online. The same is true for staff members. Ms. Newton said she needs to compare and reconcile the data on an ongoing basis to ensure the attendance records for children and staff are accurate. She denied misrepresenting attendance data in any way. The written attendance records for children and staff that I reviewed in the classrooms on 2 01/20/2022 appeared accurate. They included the children's first and last name and the times of arrival and departure.

The complainant indicated the center does not meet ratio requirements on a daily basis. I was unable to obtain additional information regarding this allegation since the complainant did not provide contact information. I made an unannounced, on-site visit to the center on 01/20/2022 and on 02/22/2022. Ms. Gvozdic, Ms. Newton, and Ms. Wilson—licensee, program director, and assistant director, respectively—denied problems maintaining proper ratios. The licensee said they have been overstaffed. Below is a list of classrooms operating when I visited, a summary of the child care staff member or CSSM-to-child ratios observed, and the name of the CCSM that I interviewed in each classroom. Children in all three preschool rooms contained mixed ages of children and the proper CCSM-to-child ratios were maintained for each age group. Specifically, in Preschool 1, the youngest child was age 3 during both of my visits and a proper CCSM-to-child ratio of 1:10 was maintained. In Preschool 2 and 3, the youngest child was age 4 during both of my visits and a proper CCSM-to-child ratio of 1:12 was maintained.
