(3) In each room or well-defined space, the maximum group size and ratio of child care staff members to children, including children related to a staff member or the licensee, must be as shown: (a) Infants and toddlers, birth until 30 months of age, child care staff member to child ratio of 1 to 4, with a maximum group size of 12.

    The complainant did not leave any contact information; therefore, I was unable to speak to anyone to obtain additional information regarding the allegation. 2 On 02/02/2023, I completed an unannounced on-site inspection at the center. I interviewed Noura Alhoussaini, Licensee Designee, the Program Director's assistant, Child care staff member 1, Child care staff member 2, Child care staff member 3, Child care staff member 4, Child care staff member 5, and Child care staff member 6, separately. Child care staff member 1 is a lead caregiver in the infant and toddler classroom caring for children between the ages of birth to 30 months. Child care staff member 2 is a child care staff member in the infant and toddler classroom caring for children between the ages of birth to 30 months. Child care staff member 3 is a lead caregiver in the Great Start Readiness Program (GSRP) 2 classroom caring for preschoolers who are 4 years old. Child care staff member 4 is a lead caregiver in the early preschool classroom caring for children between the ages of 30 months to 3 years. Child care staff member 5 is a child care staff member in the GSRP 1 classroom caring for preschoolers who are 4 years old. Child care staff member 6 is a child care staff member who works in the infant and toddler classroom caring for children between the ages of birth to 30 months. They all denied the allegation. They said they never mix different age groups in the rooms, and they are always in compliance with the child care staff member-to-child ratio for the age group for which they care. When staff call in, staff from the other Dreamy Day Care centers will get called to cover shifts. The Program Director's assistant covers breaks for the child care staff members. While on-site on 02/02/2023, I observed four rooms that were open on that day. The child care staff member-to-child ratios were as follows: Room Number of staff Number of children Infant 2 7 Toddler 2 7 Early Preschool 1 7 GSRP 1 2 6 I reviewed the staff and children's attendance sheets for all four rooms for 02/02/2023. The child care staff member-to-child ratios were maintained on that day. I reviewed the staff and children's daily attendance sheets from 01/23/2023 — 02/01/2023 for infant and toddler (combined classroom), early preschool classroom, preschool classroom, GSRP 1 classroom, and GSRP 2 classroom. Child care staff member 1, Child care staff member 2, Child care staff member 7, and Child care staff member 8 worked in the infant and toddler classroom from 01/23/2023 — 02/01/2023. The classroom did not meet the ratio and/or capacity requirements on the following dates and times: 3 ..................................................................... .............................................. On 02/01/2023, ratio and capacity compliance cannot be determined because there was no arrival time for one child and no departure times for three children. Child care staff member 4 worked in the early preschool classroom from 01/23/2023 — 02/01/2023.     On 01/18/2023, I emailed the complainant. I did not receive a response to the email or a telephone call from the complainant. The complainant did not leave any other contact information; therefore, I was unable to speak to anyone to obtain additional information regarding the allegations. On 01/19/2023, while completing the unannounced on-site inspection at the center, the Program Director's assistant called Ms. Alhoussaini. I interviewed Ms. Alhoussaini via telephone. She denied the allegation. The center does not warm infant bottles in a crockpot. Infant bottles are warmed in a bottle warmer in the infant room. The center does not own a crockpot. On 01/19/2023, I interviewed the Program Director's assistant, Child care staff member 1, Child care staff member 2, Child care staff member 4 and Child care staff member 5 separately at the center. The Program Director's assistant stated she works in the office but will sometimes relieve staff for bathroom breaks. Child care staff member 1 and Child care staff member 2 work the infant room. Child care staff member 4 works in the preschool room, but she sometimes works in the infant room if she is needed. Child care staff member 5 is a lead caregiver in the toddler room but has worked in the infant room in the past. They all stated infant bottles are warmed in a bottle warmer and they are not warmed in a crockpot. I completed a walk-through of the kitchen on 01/19/2023 and the infant room on 01/19/2023 and 02/02/2023. During the walk-throughs, I observed one bottle warmer in the infant room. I did not observe a crockpot in the infant room or in the kitchen. On 01/27/2023, I interviewed Child care staff member 6 via telephone. She stated she is a lead caregiver in the infant room. Infant bottles are warmed in a bottle warmer and not a crockpot.

    On 01/18/2023, I emailed the complainant. I did not receive a response to the email or a telephone call from the complainant. The complainant did not leave any other contact information; therefore, I was unable to speak to anyone to obtain additional information regarding the allegations. On 01/19/2019, I interviewed Child care staff member 3 at the center. Child care staff member 3 stated she is the lead caregiver in the pre-k room. She denied ever being physically or verbally abusive to the children. Sometimes she speaks louder so that the children can hear her because there are times when the children in the room are talking loudly. She does not yell or scream at the children. Staff do not use physical discipline with the children. Staff talk to the children about their behavior by redirecting them to another activity. Ms. Alhoussaini is very nice to the children, parents, and staff. She has never observed Ms. Alhoussaini or any other staff being physically or verbally abusive to the children. On 01/19/2019, Ms. Alhoussaini stated neither she, Child care staff member 3 nor any other staff are physically or verbally abusive towards children. She has never received a complaint from anyone regarding her or staff's interaction with children or parents. Child care staff member 3 has not received any disciplinary action for being inappropriate with children. She denied being unpleasant to children, parents, and staff. On 01/19/209, the Program Director's assistant stated she has never observed Ms. Alhoussaini, Child care staff member 3 or any other staff being physically or verbally abusive to the children. They always have appropriate interactions with the children and parents. Ms. Alhoussaini is nice to children, parents, and staff. 4 On 01/19/2019, Child care staff member 4 stated Ms. Alhoussaini and Child care staff member 3 are very nice and are very good with the children. She has never observed Ms. Alhoussaini, Child care staff member 3 or any other staff being physically or verbally abusive to the children. They always have appropriate interactions with the children, parents, and staff. On 01/19/2019, Child care staff member 5 stated Ms. Alhoussaini is very good with the children, and she is very nice to the parents and staff. She has never worked with Child care staff member 3. She has never observed Ms. Alhoussaini or any other staff being physically or verbally abusive to the children. On 01/19/2019, I observed Child care staff member 3 in the pre-k room from 3:24 p.m. to 3:45 p.m. There were 7 preschool children in the room with Child care staff member 3. She interacted well with the children. She was attentive to the children's needs and spoke to them calmly. She colored with the children and read them a story. Child care staff member 3 displayed appropriate caregiver techniques including positive redirection. On 01/27/2023, Child care staff member 6 stated she has never observed Ms. Alhoussaini, Child care staff member 3 or any other staff being physically or verbally abusive to the children. Ms. Alhoussaini always says hello to the children and is pleasant with staff and parents. Child care staff member 3 does not yell at the children. She redirects the children by having them do another activity. On 02/02/2023, I interviewed Child care staff member 7 at the center. She is a child care staff member in the Great Start Readiness Program (GSRP) room. She has never worked with Child care staff member 3. Ms. Alhoussaini is respectful to parents and staff. She has never observed Ms. Alhoussaini or any other staff being physically or verbally abusive to the children. On 02/02/2023, I interviewed Child care staff member 8 at the center. She is a child care staff member in the GSRP room. Ms. Alhoussaini and Child care staff member 3 are very nice to the children, parents, and staff. She has never observed Ms. Alhoussaini, Child care staff member 3 or any other staff being physically or verbally abusive to the children.

    On 01/19/2019, Ms. Alhoussaini, the Program Director's assistant, Child care staff member 1, Child care staff member 2, Child care staff member 3, Child care staff member 4, and Child care staff member 5 were interviewed separately. Child care staff member 6 was interviewed via telephone on 01/27/2023. Child care staff member 7 and Child care staff member 8 were interviewed separately on 02/02/2023. They all stated the trash at the center is always removed from the classrooms on a consistent basis at least twice a day, in the morning and at the end of the day. There is never trash overflowing in the trash cans in the classrooms. There is a garbage service that removes outside garbage and refuse every week. The outside garbage bin is never overflowing with trash. I completed a walk-through of the facility including all the classrooms during the unannounced on-site inspections on 01/19/2023 and on 02/02/2023. I did not observe any overflowing trash cans, nor did I observe any trash on the floors. The outside garbage bin was not overflowing with trash.
