On 07/17/2023 I spoke to who reported interviewing Child A and Child B's mother grandmother and attempting a forensic interview with Child A. Child A and Child B have attended Mrs. Mitchell's child care for two months and there have been issues from the beginning. Child A has gotten extremely upset when she finds out she is going to child care to the point of puking. In the two months Child A and Child B have been at the child care, they have never been taken outside to play. Near the end of June, Child B came home with an injury to the tongue, and she wasn't told what happened. Child A and B's mother advised Mrs. Mitchell of Child A's anxiety about attending the child care and Mrs. Mitchell responded "she's been fine here". Child A and Child B's mother reported on 07/17/23 the grandmother picked them up from child care. Child B had something in her mouth and when Mrs. Mitchell saw the grandmother, she ripped the item out of Child B's mouth and threw it across the room. During the interview Child A reported attending a child care with "TT" but stated not wanting to go to child care there because they are mean. Child A couldn't provide any specifics about how they are mean but reported she is in "timeout all day" if in trouble. Child A couldn't describe where timeout was at or what happened to be put in timeout and denied being yelled at while in child care. Child A reported Mrs. Mitchell andE yell at other kids. Child A also reported Child B's diaper is never change hild denied being hit while at child care, but indicated being scared it was going to happen. Child A could not describe what Mrs. Mitchell had done for Child A to be scared about getting hit. Child A also reported puking all day" at child care because of a belly ache because of being sad. Child A reported wanting to be picked up by daddy all day while in child care. On 7/18/2023 I interviewed licensee Theresa Mitchell. She yells at Minor Household Member (MHM) 1 (male, age 6 years ) but she does not yell at child care children. She explained that MHM 1 has anger issues and sometimes he doesn't listen, and she has to raise her voice. She does not leave Child B in the toy room with the older kids because she did not want Child B to get hurt. She keeps Child B away from the older children but still provided toys and other age-appropriate activities for Child B. MHM 2 (female, age 3 years) plays with Child B so Child B has someone closer in age to play with. She added that Child B would cry anytime an adult was not in sight so she would 3 have to carry Child B everywhere. Child A does not like to be left in a room alone and she always made sure other children were in the room with Child A. She did not remember a time where any child in her care has had their mouth bleed during the month of June nor did Child A's parent bring it to her attention in the month of June. Child B is teething and chewed on everything. One day during pickup she looked around and noticed that Child B had a "little people's toy" chewing on it. Mrs. Mitchell took the toy and threw it toward the toy room to be put away. Mrs. Mitchell denied ever hitting a child. One day while feeding Child B, Child A walked up and reached to pick up Child B's pacifier. Mrs. Mitchell put her hand out to stop Child A from picking up the pacifier. Child A asked Mrs. Mitchell why did you hit me. Mrs. Mitchell informed Child A that she did not hit her rather she stopped Child A from picking up Child B's pacifier. When Child A and B's parent picked Child A and Child B up at the end of the day, Mrs. Mitchell informed Child A and Child B's parents what happened. She is surprised that this is an issue now because she assumed that the matter was settled when the family left her home that night. Mrs. Mitchell denied that children are ever soiled while in care. She reported checking the children every hour to see if they need changing. Mrs. Mitchell added that she provided the diapers for the children in care. When asked if
Theresa Mitchell yell and scream at the children at child care. They also isolate the children from one another and refuse to take them outside. Around June 2023, Child A's (female, age 2) mouth was bleeding for unknown reasons. Child B (female, age 10 months) may have gotten hit with something. No further details are known. Child A reported that Theresa has hit her, but Child B has never been observed with marks. Theresa and =do not change the children. They would often sit in their soiled diapers for over six hours.
