(4) If a center becomes aware that a staff member, volunteer, or child in care has contracted a communicable disease, then the center shall notify parents and provide all of the following information: (a) The name of the communicable disease the children were exposed to. (b) The symptoms of the disease. On 09/30/202 I interviewed Child A's Mother who stated that a child care staff member (CCSM) told her husband, as he was picking Child A up from the center on 09/23/2021, that they sent home 5 children due to hand, foot, and mouth disease and were disinfecting everything. The CCSM explained that she wanted to let him know as she was unsure if they would be notified, as they hadn't alerted any of the families, yet. On 09/25/2021, Child A's Mother notified the center via message that Child A (female, 3 years) came home from the center on 09/23/2021 and wasn't feeling well. She told the center that Child A ended up 2 catching the disease and that is why she stayed home from the center on 09/24/2021. She was inquiring of what the center's protocol was for Child A to return to the center. The center responded and told her that Child A had to be fever free for 24-hours and any blisters had to be scabbed. She told the center that she noticed bumps, but they were not blisters and was told that Child A should be fine to return on 09/27/2021. She sent me copies of these messages. She was told that they did not need to alert the families as it was only one confirmed case. On 10/05/2021 I completed an unannounced onsite inspection at the center from 1:00 pm — 1:35 pm and interviewed licensee Brandi Gibson. She provided me the notification letter that went to parents on 09/28/2021. The week of 09/20/2021 the center was notified of symptoms, similar to the flu, and received confirmation of the diagnosis of hand, foot, and mouth disease for 2-3 children. On 09/27/2021 they received confirmation of additional cases and the letter regarding the notification was sent out on 09/28/2021. She clarified that as of 10/05/2021 they had 12 confirmed cases. I reviewed the Managing Communicable Diseases in Child Care Settings (BCAL PUB-11 1) with Ms. Gibson and together we reviewed the Genesee County Health Department website, pertaining to communicable diseases. Ms. Gibson provided me with an acceptable corrective action plan.
The center did not notify parents of confirmed cases of hand, foot, and mouth disease.
