R 400.1936 · R 400.1936 Animals and pets. (3) Children having contact with animals and pets shall be supervised by a child care staff member who is physically close enough to remove a child immediately if the animal shows signs of distress or the child shows signs of treating the animal inappropriately.
On 09/21/2022 I received an incident report from licensee Lynn Yoder. The incident report stated that Child A (male, 3 years) got into dog's face and scared the dog. There was not a full bite mark but more of a scratch from the dog's tooth. A picture was included. The mark was next to Child A's ear. 2 On 09/22/2022 I reviewed the original licensing report dated 04/27/2018. The report stated there was one dog in the home, a retriever. The dog will have no contact with the children in care. On 09/23/2022 I completed an on-site inspection at the Yoder child care home. I interviewed Ms. Yoder. On 09/21/2022 she was at the dining room table with four child care children; the children were eating snack. Minor household member 1 (MHM1) brough the dog upstairs while he was getting himself something to eat in the kitchen. The dog is usually in MHM1's bedroom and is never around the child care children. Child A jumped down off his chair and grabbed the dog's face/ear. The dog's tooth made contact with Child A's face. She was just a few feet away from Child A when the incident occurred. The only other incident with the dog was several years ago; MHM1 was scratched in the face by the dog. The dog will have no contact with the children in care again. On 09/27/2022 I interviewed MHM1 via telephone. The dog is always in his bedroom or outside. The only other incident with the dog was a few years ago when he leaned back and scared the dog; the dog scratched his face. On 09/21/2022 it was a half day of school. He came upstairs with the dog and was going to put him on the deck. He made himself lunch and was headed outside when Child A grabbed the dog's head/face and the dog bit him. The dog was in the kitchen for a total of about 5 minutes. On 09/27/2022 and 10/05/2022 I interviewed Child A's father, Child B's mother, Child C's mother, Child D's mother and Child E and F's mother via telephone. All the parents were aware there was a dog in the home. The dog did not have contact with the children in care. There was no prior incident with the dog. There are no concerns with the care children receive at Ms. Yoder's child care home.
