The Child Care Licensing Bureau finds that Program Director is conducive to the welfare of children.

Witnesses state that PD restrained Child A on 4/28/2025 while on her mat during rest time. PD placed her body over Child A, not allowing her to move or get up. Child A stated PD "hurt me" when asked about the incident.

CCSM 1 and CCSM 2 both stated that children who do not sleep during rest time have not been receiving quiet activities.

There was not sufficient evidence to determine if CCSM1 grabbed Child A's hands leaving red marks.

Based on our findings, investigation, and review - which includes considering the investigation and findings of MDHHS - CCLB determines CCSM1 is conducive to the welfare of children and eligible to be associated with a child care organization.
