    Based on the interviews that were conducted, there is insufficient evidence to support that Teacher 1 yelled at the children or threatened the children when disciplining the children. It appears that she sometimes raised her voice when disciplining the children.

    Based on the interviews that were conducted, there is insufficient evidence to support that Teacher 1 pinched Child A causing a bruise on his stomach or hip. Although Child A stated that Teacher 1 pinched him, Teacher 1 denied pinching him. LT 1 stated that Child A told her that the same week of the incident, after she returned from her lunch break, Child A got up off his cot and stated that his right hip was hurting, and he said that he hit it on the shelf in the classroom. It cannot be determined if Teacher 1 made contact with children’s bodies when LT 1 and LT 2 stated that they saw Teacher 1 swat at the children or flick their fingertips.

In GSRP B, there was no written parental permission form authorizing the child care center to administer one child’s Benadryl, and one child's epi-pen and Cetirizine HCL.
