I conducted an unscheduled on-site inspection on 10/28/2021. Jennie Dyer was present with child care staff member Petra Norman, who started working for Ms. Dyer in September 2021. Seven child care children were present, all of whom I was able to observe. Both Ms. Dyer and Ms. Norman denied the facility ever operating over capacity. They said they have been operating under capacity all fall due to a lot of illness. Ms. Dyer estimated that the highest number of children that were present at one time recently was during the summer, and it was "ten or eleven" children. I requested Ms. Dyer's attendance records while I was on-site. Her last records were from September 2021. Of the records I was able to review, I did not see any dates where more than twelve children were present. I spoke with Child A and B's Mother, Child C's Mother, and Child D's Mother on 12/09/2021. All three denied ever seeing Ms. Dyer over capacity. I attempted contact with Child E's Mother and Child F's Mother. I left voice mail messages requesting return calls from both but did not hear back from either of them.

Ms. Dyer and Ms. Norman advised that the only people that are in and out of the home are parents of child care children. Ms. Dyer said her sister sometimes stops by and "once in a great while" her boyfriend will come over for lunch. Ms. Dyer reported that recently she was having work done on her kitchen and on her windows, so contractors were in and out for both of those matters. The contractors entered and exited through the front door of the home and were only in areas where there were no child care children. The child care children enter and exit through a side door in an area of the home specified for child care. I observed the home during my on-site inspection and was able to observe the child care portion of the home as well as the rest of the home. Child A and B's Mother said that she is not aware of anyone other than parents coming and going from Ms. Dyer's home. She has seen Ms. Dyer's significant other's truck at the house, but she has not seen him. She believes he stays in the portion of the house that Ms. Dyer does not use for child care. Child A and B's Mother explained that they use a door that enters into the child care room and that the children and parents do not go beyond that room. Child C's Mother said that she has no knowledge of anyone other than Ms. Dyer and Ms. Norman being present when child care children are in the home. She said that she rarely sees anyone, other parents included, when she is dropping off and picking up. Child D's Mother said that she has no knowledge of anyone coming and going from the home. She stated that Ms. Dyer has a boyfriend who is sometimes there, as is his daughter who is a young adult.

Ms. Dyer stated that she sells things on facebook marketplace. People that buy her items sometimes pick things up from her home but most often she makes deliveries after child care hours. She does, at times, deliver during child care hours, but when she does, Ms. Norman is present and parents are aware. Ms. Dyer said this does not happen often. Ms. Norman confirmed Ms. Dyer's statements. Child A and B's Mother said that she has no knowledge of Ms. Dyer leaving the child care facility for any reason while children are in care. She said the previous week Ms. Dyer had an appointment, so she closed the child care facility early so that she could go to the appointment. Child C's Mother was aware that Ms. Dyer sells items on facebook marketplace. She does not believe that she makes any deliveries during child care hours. She said to her knowledge, Ms. Dyer has never left the facility while her child has been present. Child D's Mother was aware of Ms. Dyer selling items on facebook marketplace. She said to her knowledge, Ms. Dyer puts the items in a storage bin and puts the bin on her porch for pick up. She denied knowledge of Ms. Dyer leaving the home.
