I received a complaint through the on-line complaint system on 09/17/2020. The complainant stated there is a fenced in play area beside the home. The children in care are put outside while the Licensee, Gail Pratt, sits on the porch and watches them. There have been other times Ms. Pratt is not on the porch for up 2 to an hour or two while the children are in the outdoor play area unattended. It should be noted that due to the anonymity of the complainant additional information regarding the complaint could not be gathered. I conducted an unannounced on-site inspection on 09/18/2020 at approximately 11:42 AM. Licensee, Gail Pratt, explained that she will go into the house to use the bathroom while the children in care are outside in the outdoor play area. Child care staff member, Mike Pratt will either be outside with them or will stand at the window and watch the children while she is inside. Ms. Pratt stated they do sit on the porch and watch the children play in the fenced in playground area. During the unannounced on-site inspection, I observed the front porch is about 30 to 35 feet from the outdoor play area. I sat on the front porch and could clearly see the children in care. I also went inside and watched the children in care play from the front window. From my observation, it is possible to provide appropriate supervision from the front window to the outdoor play area. Ms. Pratt explained that when she had younger children in care, she would make sure she was in the outdoor play area with them. I interviewed Child A and Child B's Mother and Child G and Child H's Father on 11/10/2020. Neither had concerns regarding the supervision their children receive at the child care home. I attempted to contact Child C, Child D and Child E's Mother and Child F and Child G's Father on 11/10/2020. I left a message requesting a return phone call but have not heard from them to date.

The complainant stated that on 09/16/2020, Licensee, Gail Pratt, was observed walking at least one child in care into her home from the outdoor play area. Ms. Pratt could be heard yelling at the child/ children from inside of her home. It should be noted that due to the anonymity of the complainant additional information regarding the complaint could not be gathered. I conducted an unannounced on-site inspection to the children care home on 09/18/2020 at approximately 11:42 AM. I made contact with Licensee, Gail Pratt, and child care staff member, Mike Pratt. There were six children in care at the time. Ms. Pratt admitted to bringing Child A up to the porch from the playground area after he attempted to climb over the fence from inside the play area on 09/16/2020. Ms. Pratt also admitted that she was speaking loudly to get Child A's attention, however she was not yelling at him. She stated that there are times when the children will not listen if she does not speak loudly. Ms. Pratt also stated that the children in care scream at random times but not because anything is happening to them. Mike Pratt confirmed that Child A was climbing the fence from inside the outdoor play area on 09/16/2020. He stated that Ms. Pratt did speak loudly to Child A, as climbing the fence is a safety concern. I conducted telephone interviews with Child A and Child B's Mother and Child G and Child H's Father on 11/10/2020. Child A and Child B's Mother did not have any firsthand knowledge of the incident and did not have any concerns that Licensee, Gail Pratt would handle the children inappropriately. Child G and Child H's Father also did not have any concerns. I attempted contact with Child C, Child D and Child E's Mother and with Child F's Mother on 11/10/2020. I left voice messages but have not heard anything to date.
