Mrs. Ratliff stated that Mr. Ratliff does not have any violent tendencies. He is not violent toward anyone, including the child care children. Mr. Ratliff was upset with the allegations, not commenting on them specifically, but voicing frustration that someone would say such a thing. Mrs. Ratliff advised that Mr. Ratliff has a physical scheduled soon. She would have Mr. Ratliff's physician complete a Medical Clearance Request and then forward a copy to me. During the on-site inspection I observed Mr. Ratliff with the child care children. He was playful and loving toward them, as he has been each time that I have been to the home. The children went to Mr. Ratliff on their own and were happy to be with him. I received a text message from Mrs. Ratliff's daughter on 12/15/2021. The text message included a photograph of Mr. Ratliff's Medical Clearance. Mr. Ratliff saw his physician on 12/09/2021. His physician found that "no physical/mental or health condition exists that would limit the ability to provide independent care of children (birth to age 17) in a child care setting". Child A and B's Mother said that she speaks with Mr. Ratliff "regularly" and she has never noticed signs of _ nor has she seen any violent tendencies. Her children have never said anything concerning to her. Child A and Child B "love going there". They "get upset on days that they can't go". Mr. Ratliff is "good to the kids". Child A and B's Mother has never had any concerns regarding Mr. or Mrs. Ratliff. They have always loved her children like their own grandchildren. Child C's Mother said that she has never had any concerns regarding Mr. Ratliff. She said that Child C "looks forward to seeing papa Charlie". Child C enjoys being with and doing things with Mr. Ratliff. Child C's Mother said that Mr. and Mrs. Ratliff are like grandparents to the children in their care.

I conducted a Joint investigation with on 11104/2020 for an unannounced onsite inspection. We made contact with Licensee, Linda Ratliff, her husband, Charles Ratliff, and Child Care Staff Member, Ashley Statler. 04 attempted interviews with Child A and Child B. Both RM appeared shy and stayed close to Mrs. Ratliff. Child A and Child B appeared to be comfortable with both Mrs. Ratliff and Mr. Ratliff. Neither Child A nor Child B were observed to have any marks or bruises. While onsite, . and I interviewed Mrs. Ratliff, Mr. Ratliff, and Ms. Statler regarding the"aegga ions. Mrs. Ratliff was surprised by the allegations and said that Child A and Child B are well behaved and rarely disci lined. Child C has an inju to ■ eye that occurred yesterday, and they notified grandmother right away. was running in the kitchen and eye on the able. Mrs. Ratliff denied any orms of physical hiti discipline being used by anyone at her home. Mr. Ratliff is generally out of the house in the morning. He does interact with children but does not generally discipline them. Discipline techniques involve redirecting children, giving verbal warnings, and the use of time out. Mr. Ratliff denied ever using physical discipline techniques with children. He has not hit, slapped, or thrown any children. He does "rough house" with the children while they are playing, but no one gets hurt and they like it. They all run up and give him a hug when they arrive and call him grandpa. He will sometimes `pat their bottoms" or give them a "play spank" when he greets them. He advised that this is not a discipline technique and he is just "playing around." Mr. Ratliff stated that they Ms. Statler stated that Child C is the only one with an injury. She advised that hit l eye on the table while M was running in the kitchen. Neither she nor Mrs. atliff aid time to stop him. She enied that any forms of physical discipline are used with the children. She has never witnessed Mr. Ratliff be inappropriate or physically discipline any child. They generally give the children a verbal warning and then they have to leave the playroom to sit down. She denied that any children have been grabbed by the arm. Children are sometimes led by the hand if they are not listening and need to be redirected. Can 11/23/2020, 1 made telephone calls with to Child C's Mother, Child D's Parents, and Child E and Ps"areqns~. Child C's Grandmother confirmed that she received a call from Mrs. Ratliff that Child C had run into a table and had an injury to eye. She advised that is quite active and runs around a lot. ■ also gets urt often. ■ already ha a couple 3 marks from running into a doorknob and some other scratches where the cause was unknown. The children usually receive time out as the primary method of discipline and there is a spot where they must sit. She denied having any concerns. Child D's Parents and Child E and Child F's Parents did not and I were not able to conduct interviews. On 11/23/2020, I spoke with Child A's Mother and Child B's Mother over the telephone. They both denied any knowledge of physical discipline and identified time out as the primary discipline technique used at the home. Neither parent had any concerns. On 11/23/2020, I conducted an exit interview with Mrs. Ratliff on 11/23/2020. I reminded her that time out cannot be used on children under 3 years of age and for no longer than 1 minute per age of the child.
