On February 21, 2023, I reviewed the allegations made by the Complainant. The Complainant's written statement was only that the children's hands were not washed by the Child Care Staff before eating. There were no supporting details i.e., what meal, what room, time, date, or etc. The Complainant did not provide any contact information, so I was unable to follow up. On February 24, 2023, I conducted an unannounced inspection. Upon arrival I met with Owner/Licensee Designee/Program Director Elaine White. She explained that only one class out of the three classes was in session that day, but all caregivers were present for interviews. She took me to the room that was operating. I observed the programming for 20 minutes and watched all the children wash their hands 2 before snack. Child Care Staff Member 1 (CCSM) stated that the tables had been cleaned by CCSMs prior to my arrival using the 3-step process. During the inspection I asked CCSM 1, CCSM 2, CCSM 3, CCSM 4, and CCSM 5, what the procedure was for washing hands. Each CCSM described in their own words what the handwashing policy included and when it was required. A renewal inspection is required after the completion of this special investigation will continue to observe if the CCSMs are following the handwashing policy and procedures.

On February 24, 2023, I observed that each room had an individual refrigerator. All items in the refrigerator were labelled and dated. One room did not have any items that required labelling and dating. CCSM 2 explained that with the children not being in attendance there was nothing that was brought by parents to the center for that day. A renewal inspection is required after the completion of this special investigation will follow-up with a check for items requiring labels.

On February 24, 2023, I observed the decking that is adjacent to the building both in the front and back. The back decking is attached to the building, and the children use it to get down the steps/ramp to the approved outdoor playground. Ms. White stated that occasionally nails do pop up in the decking. CCSM 6 is the on- site maintenance person. He is the one who walks around the center everyday checking for hazards and fixing anything that might be a hazard for the children. He is the one who checks for popped up nails and hammers them back down. If any of the CCSMs see anything that needs fixing, they can tell either Ms. White or CCSM 6. There have been no complaints to her about the deck being unstable. I interviewed CCSM 4 and CCSM 5 about the deck ramp/steps. Neither CCSM had any concerns about the deck and it being unstable. It does get icy, but CCSM 6 is always putting salt down and checking for any hazards. If the children are not using the deck, it is because of poor weather conditions, not the shape of the deck. On March 24, 2023, I conducted a second unannounced inspection. This time I spoke with Witness who is the owner of the building that houses the center. She has never had any complainants about the stability or condition of the deck. For safety reasons if she received a complaint, she would be conducting an immediate inspection. Like the building itself, the deck is inspected and maintained routinely by Ms. White and Witness to keep it in a safe and clean condition. I observed the deck to have proper railings and barriers to keep the children safe. During my inspections I did not see any nails coming out.
