(b) Placing any substances In a child's mouth, including but not limited to, soap, hot sauce, or vinegar. (c) Restricting a child's movement by binding or tying or her. (d) Inflicting mental or emotional punishment, such as humiliating, shaming, or threatening a child. (e) Depriving a child of meals, snacks, rest, or necessary toilet use. (f) Excluding a child from outdoor play or other gross motor activities. (g) Excluding a child from daily learning experiences. (h) Confining a child in an enclosed area, such as a closet, locked room, box, or similar enclosure. (I) Time out must not be used for children under 3 years of age. 6"

    On 08119/2021 l completed an on-site inspection at Kids Kastle Learning Center with vve interviewea iicensee aesignee ana program director Amber McLean. She has never used corporal punishment with any of the child care children. Time out and redirection are used as discipline at the center. She had no issues with Child A; attended the child care center through . Child s parents never confronted her about ruises on Child A's butt or otherwise. All injuries that occur at child care are disclosed to parents and documented on a boo-boo report. There is no basement in the child care center. Ms. McLean provided two boo-boo reports for Child A. The first report was dated 01/07/2020 and stated that Child A was bit and treated with an ice pack. The second report was dated 10/20/2020 and stated that Child A was running and tripped and fell. The treatment was Child A's lip was cleaned up. We interviewed child care staff member Ashley Giddis. She has never observed misconduct by Ms. McLean or any staff member. Her daughter, Child B (female, 5 years) attends the child care center and loves it. She has no concerns with the care children receive at the child care center. Forensic interviews were completed with Child B, Child C (female, 5 years) and Child E (male. 5 years). No physical discipline was reported by any of the children. Child E reported that when he gets in trouble at daycare, he has to sit in the time out chair by the door in the classroom. He has to be quiet and not get up for five minutes. On 09/10/2021 1 attended a ore-disoosition conference with On 09/21/2021 1 interviewed child care staff member Brittany Cornwell. She has never observed any staff member use physical disciple at the child care center. Time out is used as discipline in the preschool room. She has no concerns with the care children receive at the child care center. On 09/22/2021 1 completed interviews with Child C and Child D (male, 3 years)'s mother, Child E and Child F (male 2 years)'s mother and Child G (female, 5 years)'s mother via telephone. There have been no issues with discipline at the child care center. There are no concerns with the care children receive at the child care center. On 09/22/2021 1 completed interviews with child care staff members Deborah Giddis. Alexandria Shever, Robin Winsor and Cassandra Farish via telephone. They has never observed any staff member use physical disciple at the center. Time out and redirection are used for discipline at the child care center. There are no concerns with the care children receive at the child care center. On 09;23/2021 1 interviewed the complainant via telephone. Child A attended Kids Kastle Early Learning Center from 6 months of age until ■ About a year ago Child A came home with a bruise on $ but that looked ee a hand print. A text was sent to Ms. McLean right away and it was reported that another child threw a toy at child A. The picture of the bruise and text messages are unable to be located. Child A would cry when dropped off at the child care center. Ms. McLean would often make remarks at pick up about how difficult Child A was; remarks such as, Child A was not listening today. On 8/12/21 Child A reported that on an unknown date licensee designee Amber McLean took into the basement bathroom and spanked hard on the butt over clothes ree times because. was not listening. ormer employee of the c ild care center has information regarding C1 discipline at the child care center. She provided a phone number for former employee Deborah Loonsfoot. On 0912312021 I interviewed child care staff member McKenzie Dennis via telephone. She has never observed Ms. McLean or any staff member use physical disciple at the child care center. Time out is used as discipline at the child care center. She has no concerns with the care children receive at the child care center. On 0912312021 and 09/24/2021 l attempted to contact former child care staff member Deborah Loonsfoot. As of the date of this report she has no
