On 01/27/2022 I interviewed the complainant via telephone. Child A (male, 2 years 5 months) and Child B (male, 1 year 6 months) attended the Canute group child care home a total of four times. This was Child A's first time in child care. On 01/25/2022 she was contacted by child care staff member Abigail Mangone. Ms. Mangone reported that Ms. Canute was treating Child A horrible because Child A wouldn't quit crying. On 01/27/2022 I interviewed child care staff member Abigail Mangone via telephone. Child A would cry when his mom would leave. Ms. Canute would put Child A in time out for crying. She observed Ms. Canute pick children up by both arms and put them down hard on their butts on the floor. Ms. Canute also put her finger in their face. She observed Ms. Canute say the following to Child A: "your dad fucking spoils you" and "Jesus Christ". Ms. Canute threatened to put her hand over Child A's mouth if he didn't stop crying. Ms. Canute would lie to parents, telling them their children were doing well when their children were actually crying all day. Ms. Canute is worse to her own children. Ms. Canute's children would scream "ow, you're hurting me". She observed Ms. Canute shove her own children into a room and lean on the door so they could not open it. On 02/02/2022 I completed an on-site inspection at the Canute Group child care home. She stated that all the allegations were untrue. She does not swear or say Jesus Christ. She uses conscious discipline and never time out for child care children. She has picked children up under the arms and plopped them on the couch. This has never been done out of frustration. On 01/25/2022 Child A was crying on and off all day; he was trying to get used to child care. Child A and B's mother and father picked them up at 4:00 pm on 01/25/2022 and said nothing about the allegations. Child A and B did not show up on 01/26/2022. She learned of the allegation from a Facebook post written by Child A and B's mother. Child care staff member Abigail Mangone was present on 01/25/2022. Ms. Mangone started working at the child care home in November 2021. Ms. Mangone quit on 01/25/2022 stating that she did not like the way she (Ms. Canute) treated her or the children. She and Ms. Mangone were "on the rocks"; Ms. Mangone did not come into work a few times and she had to have her husband come home and help with the child care children. Ms. Mangone would fall asleep in the chair while working and was not engaging with the children. Minor Household Member (MHM) 1 (male, 7 years) reported to her that Ms. Mangone was yelling at Child B. MHM 1 was home from school on 01/25/2022. She does not want MHM 1 interviewed as part of the investigation. 3 On 03/11/2022 I interviewed Child D (female, 1 year 8 months)'s mother and Child E (male, 5 years)'s mother via telephone. They have no concerns with the care children receive at the Canute group child care home. On 03/11/2022 I interviewed Child F (male, 3 years) and Child G (male, 4 years)'s mother via telephone. Child F and Child G attended the Canute group child care home for two weeks. After the first day there, Child G stated he did not like it there and Ms. Canute was mean. The following week she attempted to drop Child F and Child G off at Ms. Canute's home and Child G said he was not going back. Child G was hysterical. Child G facetimed Witness 1 and told him the reasons he didn't want to go to child care. On 03/14/2022 I interviewed Witness 1 via telephone. He facetimed with Child G. Child G was screaming that he didn't want to go to child care. Child G stated that Ms. Canute would pull on his arm and throw him on the couch. Ms. Canute told him that no one cared about him and he was unloved. On 03/14/2022 I interviewed Child H (male, 2 years 6 months) and Child I (female, 4 years)'s mother via telephone. She has no concerns with the care Child H and Child I received at the Canute group child care home. Child H and Child I love it there. Child H has done pheno

There is a preponderance of evidence that licensee Jessica Canute used prohibited discipline when she threatened Child A and used derogatory remarks to Child A and Child G. Child care staff member Abigail Mongone observed Ms. Canute say to Child A "your dad fucking spoils you" and threaten to put her hand over Child A's mouth if he didn't stop crying. Child G reported to Witness 1 that Ms. Canute told him that no one cared about him and he was unloved.
