On July 22, 2022, ~, I had a phone contact with Joseph L. Saborio program dire r. IRr aWono s informed of the requirement to contact parents and inform them that a high-risk investigation was taking place. I went over the instructions for informing parents and emailed a copy of the forms and instructions to Mr. Saborio. Mr. Saborio agreed to make the appropriate contacts by the end of the day on July 22, 2022. On July 25, 2022, I made an onsite inspection to the child care center. During the onsite inspection we interviewed CCSM 1. CCSM1 1 I asked CCSM1 approximately how many children and child care staff members were at the park with them during the field trip. CCSM 1 stated that there were approximately 40 child care children at the park with five to six child care staff members. While at the park the children were moving between the various play areas and CCSM 1 was at the splash pad the majority of the time they were there. CCSM 1 stated various children came to talk with CCSM 1 while at the park, however, no child stands out to as being near CCSM 1 for an extended period of time. CCSM 1 never dried a child off with a towel while at the park, the children all dry themselves off. On July 25, 2022, I interviewed CCSM 2. CCSM 2 was informed of the reason for the interview. CCSM 2 stated that on Thursday July 21, 2022, while at the splash park they saw 1. CCSM 2 was unaware of what they were talking about. owever, CCSM 1 told CCSM 2 what said during their conversation. Upon returning to the center, they informed r. Saborio about the interaction between CCSM 1 and CCSM 2 did not observe any children hanging around CCSM 1 for an extended period of time nor did CSSM 2 observe anything inappropriate. CCSM 2 stated that saw one child talking to CCSM 1. it was either Child A(female, age 8 years) or Child B(female, age 6 years). CCSM 2 never observed any behavior between child care staff members and the child care children that made CCSM 2 feel uncomfortable. During the onsite inspection I interviewed CCSM 5. CCSM 5 stated that on Thursday July ey were at the splash park for about an hour when CCSM 5 saw approach CCSM 1. CCSM 5 thought was just talking to the children. asked about how the child care children got along with CCSM 1. CCSM 5 stated that all of the child care children get along with CCSM 1 and appeared to be comfortable around CCSM 1 as well as the rest of the child care staff members. CCSM 5 has not seen CCSM 1 or any of the child care staff members behave in an inappropriate manner with the child care children. During the onsite inspection I along with interviewed CCSM 3. CCSM 3 was made aware of the for the CCSM 3 expressed some concerns with CCSM I not enforcing that the children maintain "personal space boundaries." CCSM 3 was asked to explain what was meant by "personal space boundaries." CCSM 3 went on to say CCSM 1 allows the child care children to enter CCSM 1's personal space, the children would do things like place their hands on CCSM 1's knees when sitting down. CCSM 3 was asked who initiates the contact? CCSM 3 stated the children initiate the contact. CCSM 3 went on to state Child F(female, age 7 years) is, "in his face{CCSM 1} a lot." CCSM 3 CI stated did not see anything inappropriate at the park on Thursday July 21, 2022, however CCSM 3 spoke to Mr. Saborio about her concerns regarding CCSM 1 and his not enforcing "personal space boundaries.': During the onsite inspection I spoke to Mr. Saborio. Mr. Saborio was asked if there were any previous concerns with CCSM 1. Mr. Saborio stated there was once an incident during the school year where a kitchen staff reported CCSM 1 placed their hand on a child. Mr. Saborio and human resources watched the video surveillance and observed a child sitting at the computer and CCSM 1 came up and patted the child on the back. There have not been any additional complaints until this incident. Mr. Saborio stated that CCSM 1 has been placed on leave pending the results of the
Child Care Staff Member I touched an unknown female child inappropriately at the park and was heard making inappropriate comments to her.
