On 03/02/2023 I reviewed the file and spoke to the current licensing consultant. I reviewed the Child Care Background Check (CCBC) system to verify who is affiliated with license #DF730403236. The CCBC system shows four people, all female, affiliated with the license including the licensee, the licensee designee and two child care staff members. There are no male child care staff members affiliated with the license. On 03/07/2023 I attempted to initiate the investigation onsite with the licensee, Tanya Welch. No one at the home was answering the door and I called Ms. Welch to make contact. Ms. Welch was not home as she was taking her mother somewhere. I informed Ms. Welch that I would come back another time. I left my business card in the door. On 03/07/2023 I interviewed Child A's mother by phone. She clarified that Ms. Welch had been informing parents when a child care staff member was providing care in her absence. Ms. Welch had recently been attending her own appointments and helping her mother with her medical care and has provided notice on occasion to parents that her daughters, who are eligible to provide care and appropriately affiliated with the license, are providing care in her absence. On 03/02/2023 and 03/01/2023 she observed two unknown men in the home. She was not informed as to who they were or why they were there. Child A was dropped off the morning of 03/02/2023 and when he attempted to run back for another hug, she felt that Ms. Welch's mother handled Child A quite roughly and seemed frustrated. Ms. Welch was not home when any of this was happening. She thought one of the two men may have had some special needs and that both gentlemen may have been Ms. Welch's brothers after observing them also refer to Ms. Welch's mother as "mom." Child A's mother shared that Child A likes going there and is still attending. On 03/20/2023 I conducted an unannounced onsite inspection and interview at the home of Tanya Welch. Ms. Welch welcomed me into her home and provided her attendance records for the week of 02/27/2023 — 03/03/2023. I was also provided with child information cards and child in care statements for children in attendance at the program. The allegations were shared with Ms. Welch, and she denied having male staff or anyone at the home providing care that is not eligible to do so. She shared that she does have two brothers, one of whom is autistic, that come and help her with snow removal and lawn care. Upon request Ms. Welch sent copies of her brothers' driver's license and state identification verifying they live at a separate address. They are never alone with children. Ms. Welch and her daughter, Te'Airis both live in the home and Te'Airis is a child care staff member. Ms. Welch's other adult daughter, T'Onnie Welch, is a child care staff member. Ms. Welch has her niece, Shania Townsend, connected to her license as an emergency licensee designee. Ms. Welch shared that their family has been processing some news that has required her to be away from the home for several follow up appointments. She 3 acknowledged that her mother, Pat Harris, is in the home on occasion, but she does not provide care to children. She has never seen her mother handle a child roughly. On 03/24/2023 I placed phone calls to the parents of eight children who were in care on 03/01/2023 and/or 03/02/2023. I interviewed Child F and G's mother by telephone. She has never seen anyone else in the home aside from Ms. Welch's brothers who are there on occasion to help her with lawn care and snow removal. Child H and I's mother reported the same. On 03/28/2023 Child B, C, D, and E's mother also confirmed that she has never seen anyone there who is not supposed to be there. She also shared that Ms. Welch does really good with her kids. All of the parents interviewed denied seeing Ms. Welch's mother handle any children roughly or with frustration. Parents also confirmed that they have not observed Ms. Welch's mother to be a routine caregiver
Unapproved childcare staff members were seen at the facility on 03/01/2023 and 03/02/2023. Licensee's mother grabbed Child A's (male, 2 2 years 5 months) arm roughly and pulled Child A away from someone they tried to hug.
