    On 01/09/2023 from 4:00 pm — 7:30 pm and on 01/12/2023 from 4:00 pm — 10:30 pm, Ms. Harris was caring for nine unrelated children by herself. Ms. Harris's family child care home is licensed for not more than six children. Ms. Harris was over capacity on 01/09/2023 and 01/12/2023.

The vehicle's manufacturer's rated seating capacity for the vehicle is five and Ms. Harris exceeded that by one. One of the children could not be properly restrained due to Ms. Harris exceeding the vehicle capacity.
