R 400.1911 · R 400.1911 Care; supervision; children. (1) A licensee shall ensure appropriate care and supervision of children at all times. ..........
On 8/8/2023, I interviewed licensee, Gwennika Rohelia. Ms. Rohelia reported she has a wire fence so there are going to be holes in it. Ms. Rohelia also just got a new fence put up in her backyard. The children are not outside all day long and go out for their daily schedule. Children do not use port-a- potty in backyard and use the bathroom inside. Children in care are supervised at all times and children are not darting out in the middle of the street. Ms. Rohelia believes there is an upset parent who called in false allegations because she would no longer let her child attend due to allergies. Ms. Rohelia requested parent to bring food due to allergies and parent would not. On 8/18/2023 I conducted an interview with child care staff member, Chaka McMillian. Ms. McMillian reported she is not aware of a hole being in the fence in the backyard. Children in care are taken outside but not "from sun up to sun down." Port-a-potty is not being used and is chained up. Children in care are supervised at all times including when taken across the street. On 8/18/2023, I interviewed child care staff member, Anhelica Crockett. Ms. Crockett stated there was a hole in the fence that was replaced. Children are not outside all day. There are times when children are taken outside as a part of the daily schedule. Children are not using port-a-potty and use the bathroom inside. Ms. Rohelia is not on her phone and supervising children when going across the street to ride little scooters. Children are supervised at all times. On 09/05/2023, I interviewed child care staff member, Sabrina Crockett. Ms. Crockett reported children use the restroom inside the home. Port-a-potty is not being used for children. There are time frames in the daily schedule when children are taken outside. "I don't know where it's possible for a hole in the fence to be big enough for children to get out." Children are supervised at all times. When riding little scooters across the street children are always supervised and not put at risk for being hit by a car. Ms. Crockett has never witnessed any children dart out in the street and almost be hit by a car. On 09/11/2023, I interviewed Child A's and Child B's mother. She did not have any concerns and feels her children are safe attending Ms. Rohelia's child care group home. On 09/11/2023, I conducted an interview with Child C's and Child D's mother. She reported, "I think that's so weird someone would call in a complaint." She did not have any concerns and her children are safe while in Ms. Rohelia's child care group home. On 09/11/2023, I interviewed Child E's and Child F's mother. She not have any concerns for her children's safety. She reported, "They go above and beyond and treat me and my children just like family." 4 On 09/11/2023, I interviewed Child G's and Child H's mother. She did not have any concerns at all with her children's safety. "My kids love attending." On 09/18/2023, I contacted Ms. Rohelia via telephone and an exit interview was conducted.
The fence in the back yard has holes in it that the children could get out of if not being supervised. The children are outside all day long every day. It is unknown if they are even allowed in the home. There is a Aort- a-potty in the yard that provider can be heard telling the children to use when they have to go to the bathroom. Children are improperly supervised. Provider takes children across the street to ride scooters in the parking lot and lets them cross street before she is ready. 3
