Child care staff member Mary Rood physically pulls the children in an aggressive manner, takes away children's food before they are done eating, and holds down children that do not want to sleep On 9/13/2021, 1 spoke with Childcare Licensing Consultant Stacy Tomczak. She recently closed a special investigation at Peace Lutheran School and advised that Program Director Kathryn Pearson be spoken with to ensure the complaint was being handled appropriately. On 9/14/2021 1 received an email from _ stating the center would be closed until 9/20 due to COVID concerns. On 911612021 1 received a telephone call from Child A's old male) mother. There have been issues in the past with Ms. Rood. She ssuussppeecct ss Ms. Rood left a handprint on her adder son in 2019 but no one could corroborate if this actually happened. Ms. Rood not a patient person and according to former staff members, is Ms. Rood grabs children and drags them by the arm when they don't move fast A's enough. This has not been witnessed by Child mother. All the parents received an email regarding the investigation. On 9/16/2021 I spoke with Child B's .old female) mother, Child Cs old male) mother, Child D's oEd male) mother, Child Fs -old female) mother, Child 's hold male) mother, and Child H's - old female) mother on the telephone. A voicem ail was left and was not returned by Child E's -old female) mother. Child B's mother has not seen Ms. Rood act aggressively with children but she was told by two former staff members that Ms. Rood drags children around by the arms. Child B does not like Ms. Rood and avoids contact with her at the end of the day during pick up. Child C's mother has not seen any children being mistreated but has heard from. other parents and staff member that Ms. Rood can be aggressive. Child C comes home hungry even though the containers in his lunchbox are empty. She feels Ms. Rood rushes Child C during lunch and throws away excess food. At pick up, Child C can't wait to leave when Ms. Rood is there, but when a different staff member is there, Child C wants to stay and play longer. Child D's mother, Child F's mother, Child G's mother, and Child H's mother had no concerns with how children are treated by the staff and have been satisfied with the care their child receives at Peace Lutheran. On 9116/2021 I spoke with Child Care Staff Member I (CCSM 1), Child Care Staff Member 2 (CC M2), Child Care Staff Member 3 (CC M3), Child Care Staff Member 4 (CCSM4), and Child Care Staff Member 5 (CCSM5) CCSM1 stated Ms. Rood has been treating children aggressively for a while. She handles children roughly and yanks on their arms to get them to go places when they are moving too slow. Ms. Rood rushes children through lunch and throws food way before children are done eating. Some children get distracted or are slow eaters, but Ms. Rood takes away their food instead of patiently trying to get them to eat. When a child makes a mess or throws food, she takes their plate and refuses to give it back. She seems to get very frustrated with children very easily. When she sits next to a child at naptime, she holds them with one hand on their back and another on their legs until they are asleep or stop wiggling. Some children cry when. she sits down next to them. 4 CCSM2 stated lbs. Rood is impatient with the children. She is always rushing children to the next activity, and she has made children cry when she grabs their hands to lead them to a different location. The children avoid Ms. Rood and some even cry when she sits next to them. At least one child has expressed that Ms. Rood hurt his hand when she squeezed. She has lifted children up onto the changing table by yanking up on one of their arms. At lunchtime she takes away children's food if she feels they have lost interest in eating or if they are distracted. CCSM2 has confronted Ms. Rood about the way she treats children and lbs. On 3/29/21, I interviewed Kathi Pearson, program director and licensee designee. I asked her if any concerns were brought to her attention regarding any staff by other staff or parents regarding Connie Oliver, infant lead caregiver's discipline of any infants. Ms. Pearson stated that she was not made aware of anything. She informed me that the infant room has children from birth through about 13-15 months before transitioning to the toddler room. Ms. Oliver said that Child A was screaming and spitting while she was sitting in the high chair. Ms. Oliver put her hand in front of Child A's mouth so she would stop this behavior and told her "we don't spit". Child A spit on Ms. Oliver's hand. Child A finally calmed down and she got her out of the high chair. 3 Ms. Oliver explained that Child A left child care early a few days before so she was not sure if Child A was feeling well or not. She was not Child A's primary caregiver that day and was not sure what the primary was doing when this happened. Ms. Oliver denied blowing in Child A's face or any other child's face. I interviewed Katerie Clark, child care staff member in the infant room. Ms. Clark stated that she contacted Ms. Pearson on Saturday, 3/27/21, to tell her about an incident that she witnessed on Friday, 3/26/21. Ms. Clark witnessed Child A in the high chair and she was crying. Ms. Oliver came over and told Child A to stop, put her hand over Child A's mouth, and then blew in her face. Ms. Clark felt that when she put her hand over the child's mouth it was forceful. She has observed Ms. Oliver blowing into children's faces before and Ms. Oliver has instructed Ms. Clark to do the same thing to children. Ms. Clark stated that she was very upset that she witnessed this and it weighed on her heavily until she talked to Ms. Pearson. She described to Ms. Pearson what she observed Ms. Oliver doing to Child A. She also felt as though Ms. Oliver has been short on patience with her and the children lately. She has been yelling at her and children. Ms. Pearson told her to talk to Ms. Oliver about the situation. Ms. Oliver puts infants in the crib for time out and yells at them for getting on the gate. Ms. Clark explained that there are gates that separate the room into different areas. The children will go over the gate and climb on the gate. Ms. Oliver will yell at them to move away from the gate and will put child in the crib if they climb on the gate. Time out is being used if older infants crawl or touch younger infants. One time Ms. Pearson was in the room and she observed Child C (male, 15 months) in a crib when she came into the room. She asked Child C why he was in the crib. Ms. Oliver overheard Ms. Pearson asking him this and told her to leave Child C in the crib because he was on a baby. On 4/26/21, I asked Ms. Clark about Ms. Thomas and if she used to work in the infant room. Ms. Clark stated that she was moved to the toddler room because she kept on falling asleep in the infant room. Ms. Oliver and some parents complained to Ms. Pearson about it. One time Ms. Thomas dozed off with an infant in her arms and she had to yell at her to wake her up. Ms. Clark heard that Ms. Thomas was on some sort of medication that made her drowsy. She is pretty sure that it is still happening in the toddler room. I asked Ms. Clark about the use of Tylenol in the infant room. She felt that it was used if a child were crying, fussy, and if one could not calm the child down. Parents always provided permission though. She thought there were a few parents who had concerns about the use of Tylenol. 4 I interviewed Marion Krupka, infant child care staff member. Ms. Krupka explained that time out is used in the infant room. She stated for example time out will be used when an infant takes a toy from another infant. They will put the infant that took away the toy and put them in the crib. Ms. Oliver told her to use time out and they need to keep "things under control". She has not observed Ms. Oli
