There is insufficient evidence that child care program staff members failed to provide appropriate care and supervision of children at all times. Lead Teacher 2 denies being aggressive with Child A. Licensee Designee/Program Administrator Angela Rodriguez Laster reports she was able to review the video surveillance and Lead Teacher 2 was not aggressive with Child A. Child A's Mother was notified of the allegations and reported she had no concerns about the quality of care provided by Lead Teacher 2.

The child care staff members are ensuring that the maximum group size and ratio of child care staff members to children in the infant and toddler rooms are at 1:4 ratio at all times. On 5/14/2026 an unannounced onsite inspection was completed and the infant room was observed to be at a 2:4 ratio and the toddler room was observed to be at a 2:4 ratio. A review of records shows that the infant and toddler rooms are over staffed and there are additional child care staff members in the building to assist if needed.

The center is cleaning the diaper area appropriately during diaper changing and has an adequate supply of cleaning products to disinfect the area. On 5/14/2026, an unannounced onsite inspection was conducted and Lead Teacher 1, Teacher 1. Lead Teacher 2, and Teacher 2 all report that the center has never been out of cleaning supplies for diapering or cleaning in the center and reported if they get low on supplies, they inform the licensee designee/program administrator and she purchases more supplies. During the unannounced onsite inspection on 5/14/2026, I observed a closet full of cleaning supplies including paper towels, bleach, toilet paper, window cleaner, and other items.

Child care program staff members are feeding infants on demand as required. An unannounced onsite inspection was completed on 5/14/2026 and Lead Teacher 1 and Teacher 1 were able to log onto Bright Wheel and show feeding times and amounts and also messages to the parents with feeding times and amount of intake. On 6/24/2026, I spoke with Child A's Mother who reported she has three children enrolled at the center and is notified on Bright Wheel app when her children are fed and even receive pictures of her children during feedings.

During the onsite inspection, I observed the toddler room to be without soft lighting to allow staff to assess resting children, as required.

The licensee designee/program administrator increased the infant and toddler room based on the new rules allowing 42 square feet for each infant and toddler instead of 50 square feet as required in the previous rules without obtaining written approval from the department before making changes to the terms of the license.

During the onsite inspection, I observed the diaper pad in the Infant Room to have a rip in the plastic and had tape placed on top of the rip which prevented a smooth/easily cleanable surface, as required.
