    On 8/10/2022 I spoke with CCLB's child care licensing consultant Cheree Riley. She had recently conducted an inspection at the center and observed staff interactions with children. She had no concerns about how the staff disciplined the children and did not see anything that would indicate inappropriate discipline or supervision. On 8/10/2022 I conducted an unannounced visit to Great Beginnings Christian Child Care. Program Director Jackelyn Dill and Licensee Designee Amy Bartlett were spoken with. There was a new staff member who was in the process of shadowing current staff during her training period who did not show up for work yesterday. When contacted, she said she did not want to work at the center anymore because she did not like the structure and did not approve of the way Ms. Ramon redirected children in the classroom. When asked more about her concerns she would not give any specifics. Ms. Ramon was spoken to and said Child A was taking toys from other children and throwing them. He had been redirected several times and then had to be 2 removed from the table. He began kicking and trashing so she comforted him until he calmed down. Child A has an issue managing his emotions and Ms. Ramon has been working with him specifically to eliminate the tantrums. Ms. Ramon is also reporting regularly to Child A's mother so that he can have as much consistency as possible. Ms. Ramon is the lead child care staff member in the toddler room and has worked in childcare for 40 years. She is well liked by the children and staff. She has never displayed a temper or impatience with children. Child care staff member Jozelynn Moore was also present in the room for the alleged incident and did not indicate any issues with how it was handled. Ms. Ramon was interviewed regarding the allegations. She was upset that someone would accuse her of wrongdoing. She has worked in childcare a long time and has never been the subject of an investigation or complaint. Child A is a wonderful child with a good heart and really tries to be helpful in the classroom. He does not like redirection and does not share well with other children. On the day of the alleged incident, children in the classroom were putting toys away and Child A pushed some other children away from him when they tried to clean up the toys he was playing with. Redirection was attempted but it was unsuccessful. Ms. Ramon let a potential staff member who was shadowing for the day try to diffuse the situation. She was unable to redirect him as well. Child A began to kick and thrash so Ms. Ramon sat him on her lap in another room and he eventually calmed down. She indicated Child A sat on her lap and she held him around the waist so he would not throw himself out of the chair. His arms were free just in case he did fall so he would be able to catch himself. Later that morning, the children were all playing with Playdough. Child A walked around to "help others" but he was really just getting out of his seat and taking their Playdough. He was redirected several times by Ms. Ramon. Child A finally had to be removed from the group. He would not leave the chair on his own, so she picked him up and carried him away as he kicked and yelled. She helped him calm down by talking him through his tantrum. She did not feel as though she picked him up violently and he never complained of being hurt. She also only raises her voice when it is loud so she can be heard. Ms. Ramon communicates with Child A's mother regularly. She feels Child A needs all the love he can get and is happy to partner with Child A's mother to provide that. The classroom was viewed, and Ms. Ramon was observed assisting with rest time. Ms. Dill and Ms. Bartlett provided several child information cards. The special investigation process was discussed and then the visit to the center was concluded. On 9/13/2022 Child A's mother was spoken with via telephone. She has sent Child A to the center for two years and aside from an issue with
