On 07/26/2022 I placed a call to Child A's Mother and left a message requesting a return call. Child care licensing consultant Ms. Tonia Allard and I completed an onsite inspection on 07/27/2022. We requested to speak with Program Director Ms. Joyce Patrick. Child care staff member Ms. Jackson identified herself as the center manager and quickly called licensee designee, Ms. Harrison. Via speakerphone Ms. Harris reported she was expecting licensing to be there before now. She reported Child A's Mother picked up Child A and came back in before even making it to her car. Child A's Mother told them Child A reported a child care staff member pushed her head down. Child A's Mother requested to see the video and was told she could not see the video. Ms. Harrison stated Child A was told to put her head down. She did not want to put her head down, so she was mad. Child A's head was never pushed down. The children were told to put their heads down because of misbehavior. Ms. Harrison reported that she already interviewed the children and child care staff members and they all said nobody pushed Child A's head down or hit her. One child said Child A told her she lied about the incident. Ms. Harrison stated she called licensing consultant Ms. Mary Smith on 07/07/2022 or 07/08/2022 to report that Child A's Mother texted the center to say she called in a complaint on the center. Ms. Harrison stated she watched the video and there was nothing like this on the video. She also talked to all the children and child care staff members, and nobody saw anything happen. She stated Child A's Mother came in the next day and "harassed her staff'. Ms. Harrison said it is hard to find workers and she will not let them be harassed. When asked if we could view the video, Ms. Harrison reported that program director, Ms. Joyce Patrick cannot access the video for us to watch but Ms. Jackson might be able to get it to work. Ms. Jackson was struggling to log into the account so we could view the video and was "locked out" of the system. 3 While she worked on gaining access to the system Ms. Allard and I asked to see the school age children and if the staff child care staff member was present. Ms. Jackson reported that child care staff member, Ms. Thomas was working in the school age room that day but was on vacation on the date of the alleged incident on 07/06/2022. On 07/06/22 child care staff member, Ms. Tyler Major was working in the school age room. Ms. Jackson did not offer any information on where Ms. Major was at the time of the onsite inspection. We interviewed child care staff member Ms. Marilyn Thomas. Ms. Thomas reported she was on vacation on 07/06/2022. When asked Ms. Thomas stated she does not have any concerns with any child care staff members and their interactions with children. Ms. Thomas has not heard of any incident occurring while she was gone or that there were any parent complaints while she was gone. Program Director Ms. Joyce Patrick gave us child attendance records, staff attendance records and child information records to review. The staff attendance records listed child care staff member Ms. Taylor Major was providing care in the school age room on 07/06/2022 the date of the alleged incident. Child care staff member, Ms. Jackson had her phone on facetime with licensee Ms. Harrison to allow us to review the video footage from 07/06/2022 from 2:10pm- 2:30pm when Child A was picked by Child A's Mother. The children had their heads down that entire time. The children had their heads down from 2:15pm to 2:25pm. Child A was observed in the video, Ms. Major was on the opposite side of the room from Child A when the children started to put their heads down. I did not observe any adult or child hit Child A on the head or touch Child A on the head. When asked both Ms. Jackson and Ms. Harrison reported they have not had any other parents express concerns regarding the caregiver's interactions with children. They reported that Child A was new to
