    Capacity; ratio and group size requirements (13) Written approval from the department must be obtained before making any changes in the terms of the license, including, but not limited to, adding use space, changing age groups served, changing program components, changing the capacity of the center, or making changes to a room or well-defined space that will result in a change in capacity of the room or well-defined space.

    The Licensee/Program Administrator Jenny Dumont-Radler had in fact requested a modification to add school-age and preschool age children to the license. Assigned child care licensing consultant Kristy Williams modified the license on 3/30/2026, however there was a glitch in the CCHIRP system that failed to update that the center was approved to accept children over the age of 30 months.

(3) A program administrator can oversee multiple sites if all of the following are met: (a) Is immediately available for not less than 5 sessions during 30 consecutive open days within the center. Consecutive open days do not include days that are closed for holidays, planned closed days, or e mergency closures.

    The Licensee/Program Administrator and Program Administrator 2 both oversee multiple sites. The Licensee/Program Administrator Jenny Dumont- Radler was present at the center 10 sessions out of 30 consecutive days, despite going on a three week vacation from February 14, 2026, through March 7, 2026. While the Licensee/Program Administrator Jenny Dumont-Radler was on vacation either Program Administrator 2 or Lead Teacher 1 were present at the center and available to manage the center operations.

The center did not maintain the preschool exit in a clean and safe condition. On 3/10/2026, I observed toys stacked outside the preschool room exit door creating an unclean and unsafe condition.
