On 07/11/2023, I interviewed Complainant by telephone. Complainant stated she was concerned how the termed “black” and “African-American” was used at the center. The term black was not used in the home of Child A. She had not witnessed anything personally however was told this information by Child A’s Mother. On 07/11/2023, I interviewed Child A’s Mother by telephone. Child A’s Mother stated she was concern about the term Child A is referred to at the center. Although the term was not derogatory (black) she did not like that it appeared that it could be used to single Child A out from the rest of the children. Child A’s Mother stated Child A was not the only African-American child attending the center. On 07/12/2023, I completed an onsite investigation at the center. I interviewed CCSM#1, CCSM#2, and CCSM#3. CCSM#1 stated she was unaware of any instances of where Child A or any child in care is being treated differently, especially because of their race. CCSM#1 did not know of any staff working at the center that would treat children differently. I interviewed CCSM#2. CCSM#2 stated she does not know of any child being singled out only for their race. She was not aware of any racial issues occurring at the center. Staff appear to interact well with the children in care. CCSM#2 has not observed any negative behaviors from staff towards children in care. 3 I interviewed CCSM#3. CCSM#3 stated there are a mixture of children that attend the childcare center. She has never disparaged any child over their race and has not observed any staff making a difference in children. CCSM#3 also, tries to monitor the older children conversations to assure the conversations are appropriate. None of the children have brought any concerns to her of being treated any differently. On 08/29/2023, I interviewed Child B’s Mother by telephone. Child B’s Mother stated, she did not have any concerns about the care Child B received at the center or any interactions between staff and children. I interviewed Child C and Child D’s Mother by telephone on 08/29/2023. Child C and Child D’s Mother stated this was the first year both children were attending the summer program. Both Child C and Child D appeared happy and there were no reported concerns. On 08/29/2023, I interviewed Child E’s Mother by telephone. Child E’s Mother stated, Child E enjoyed her time at the summer camp. She did not have any concerns with staff and how they interacted or treated the children. On 08/29/2023, I interviewed Child F’s Father. Child F’s Father stated this was Child F’s second year attending summer camp. Child F loves attending and there were no problems he observed or was reported to him. I interviewed on 08/29/2023, I interviewed Child G’s Mother. Child G’s Mother stated, Child G was happy attending the summer camp. She did not have concerns about the care Child G received at the center. I interviewed Child H’s Mother on 08/29/2023. Child H’s Mother stated she did not have any concerns and for the most part Child H appeared to have a good time at the summer program.

On 07/11/2023, I interviewed Complainant by telephone. Complainant stated she was upset that Child A’s Mother was given the wrong permission slip for Child A to attend the field trip scheduled. Although Complainant was not present during the interaction between Child A’s Mother and staff, it appeared staff was laughing that Child A would not be able to attend the field trip. Child A’s Mother would have more information. On 07/11/2023, I interviewed Child A’s Mother by telephone. Child A’s Mother stated the center had a field trip scheduled for 07/11/2023. At the time of pick-up on 07/10/2023, she was told that all that she needed to do was to complete the field trip form and the next day bring in the money and/or check. She did not read the form that she completed and arrived early the next day to pay. Child A’s Mother was informed by office staff (names unknown) and another staff that it was too late for Child A to attend. Money and permission slip was due the Friday before the activity as the center needed to account for the number of children needing transportation. Child A’s Mother also realized she was given the wrong permission slip and the one completed by her was for a future trip. She was upset that she was given the wrong information and Child A would not be attending. Child A’s Mother acknowledged at the time of enrollment it was highly recommended that parents pay in advance for field trips. Child A’s Mother did not want to pay at the time of enrollment. On 07/12/2023, I completed an onsite investigation at the center. I interviewed CCSM#1, CCSM#2, and CCSM#3. CCSM#1 stated at the very beginning of enrollment parents were given a packet of all of the field trips planned to include a calendar. Parents were strongly encouraged to complete the permission slips for the trips they wanted to participate in and submit payment for the trips. If they did not submit payment at enrollment, parents have until the Friday before the trip to pay. When CCSM#1 informed Child A’s Mother it was too late as the count for transportation was already taken, she was upset. Child A’s Mother was not the only parent that was told their child could not attend and payment could not be accepted the day of the trip. There were approximately 28 children that did not attend the field trip. CCSM#1 did not know why Child A’s Mother was given the wrong permission slip and provided misinformation. I interviewed CCSM#2. CCSM#2 stated on 07/11/2023, Child A’s Mother arrived stating Child A would be attending the field trip. Stating she needed to turn in paperwork and pay for the trip. Child A’s Mother went to the front office she was told 5 it was too late and Child A would not be able to attend the trip. Child A’s Mother did not want Child A to stay since he would not be participating in the field trip. There were other children (approximately 8) that stayed behind for various reasons. Parents were provided a packet for field trips at the time of enrollment. There are extra packets available however payment typically has to be paid beforehand. She was unaware of the cut-off for field trips. I interviewed CCSM#3. CCSM#3 stated Child A’s Mother arrived approximately at 8:15 a.m. and wanted to pay for the field trip on the same day. Permission slip for the field trip scheduled for 07/11/2023, was due the proceeding Friday. Child A’s Mother was upset and wanted to know why an exception could not be made. It was explained that a count was needed before hand for the bus and there is also a secondary requirement of a waiver for “Pump It up”. Child A’s Mother was not the only parent that was turned away from being able to pay for the trip on the same day. They try and give parents as much notification as possible with field trip information. CCSM#3 would provide me a copy of the packet provided to parents at the time of enrollment which included information for all of the field trips.
