    On 12/15/2022, I conducted an unannounced onsite inspection at Little Conqueror's Daycare in Roseville. I met with the licensee designee and program director, Alexus Yancey about the allegations in the complaint. Ms. Yancey indicated she was not at the center when the incident happened. However, on 12/09/2022, she was informed by the child care staff member in the room, Da'Kya Jones, that Child A had diarrhea that was running down his leg onto the carpet and on some of the equipment. Ms. Jones moved all the children out of the room and took them to another classroom with child care staff member, Antonio Yancey. Mr. Yancey contacted Child A and B's Mother for Child A to be picked up from care. Ms. Jones went back to the classroom with Child A to clean up. Ms. Jones was cleaning the room and Child A was standing at the entry of the doorway when Child A and B's Mother arrived to pick him up about twenty minutes later. Child A and B's Mother picked up Child A and did not say anything. She only asked for Child B's blanket. At around 11:30a.m., Ms. Yancey received a text message from Child A and B's Mother stating she was going to call licensing because Child A had not been changed. Additional complaints and threats were made on social media and Ms. Yancey attempted to contact Child A and B's Mother, but she would not respond and stated that Ms. Yancey was only trying to call because of the social media posts. Ms. Yancey did not have any further contact with Child A and Child B's Mother. I asked Ms. Yancey why Child A had not been changed after soiling himself and if anyone had told Child A and B's Mother that they could not change Child A because of his age. She denied that Child A and B's Mother was told Child A could not be changed because of his age. Ms. Yancey indicated that Ms. Jones was trying to clean up the carpet and equipment and had not gotten to cleaning Child A before Child A and Child B's Mother arrived. I explained to Ms. Yancey that since the other children had been moved out of the classroom and there was no threat of children having access to the soiled areas, Child A should have been changed and cleaned immediately after moving the other children and before the room was cleaned. Ms. Yancey stated that she understood. Ms. Yancey indicated that Child A has special needs, and she was trying to assist the family while they obtained special education resources. They were providing care to Child A on a temporary basis until additional services could be secured. Ms. Yancey confirmed that Child A and B's Mother removed the children from care, and they were not returning. I provide consultation to Ms. Yancey regarding the enrollment of children with needs that exceed the center's ability to provide appropriate care and supervision. During the onsite inspection, I interviewed Ms. Jones. On 12/09/2022, after morning snack, Ms. Jones noticed a smell that kept lingering. She then noticed that Child A had "explosive watery diarrhea" that had gone down his leg and onto the carpet. 3 Child A was recently potty trained and occasionally wears a pull up. Ms. Jones stated she really did not know how to clean him up because he was "really messy" and needed to get into a bathtub. Ms. Jones called Ms. Yancey to ask what to do about changing him. Ms. Yancey told her to move the other children to Mr. Yancey's classroom and for Mr. Yancey to notify Child A and B's Mother that Child A had diarrhea and needed to go home. Mr. Yancey asked Ms. Jones if Child A had a change of clothes because Child A's Mother had asked while on the phone with him. Child A did have a change of clothes and Child A and B's Mother stated she was on her way to pick him up and would be there in 15 minutes. Ms. Jones left the other children in Mr. Yancey's classroom, and she went back into her classroom with Child A. Child A stood at the classroom doorway while Ms. Jones cleaned the room. When Child A and B's Mother arrived, Child A ran from the doorway to his mom. M
